If you are required to file, you will be notified by the Judiciary Human Resources Division and must file within 30 days of employment and no later than April 30th of each subsequent calendar year. Main Purpose Of The Job The position is responsible for developing, coordinating, and expanding educational programming focused on behavioral health for the Maryland Judiciary at the direction of the Director of Education. The Program Manager - Behavioral Health Education will collaborate with the State Court Behavioral Health Administrator, the Judicial College, the coordinating judge for behavioral health for the Maryland Judiciary, other judicial and judiciary professional court staff, and behavioral health experts to identify training needs, design curriculum, and deliver courses, webinars, workshops, and seminars. This work will enhance understanding of behavioral health needs among judicial and judiciary professional court staff, as well as the court users they serve. The role requires leveraging professional experience in curriculum development, instructional design, and adult learning principles to coordinate and support the development of courses, workshops, seminars, and participant resources for instructor-led in-person and virtual trainings for delivery by subject matter experts, as well as self-paced distance learning formats. The role serves as a liaison between the behavioral health field, including substance use, mental health, and other behavioral health professionals, and the Judiciary. In this capacity, the position provides expert guidance, supports problem-solving court initiatives, and promotes best practices for addressing behavioral health challenges among judicial and judiciary professional court staff, as well as the court users they serve. This work also helps foster partnerships and improve the resources available for education and court programs. Essential Duties And Responsibilities Develop, coordinate, and expand educational programming focused on behavioral health for the Maryland Judiciary within the Division of Behavioral Health. Integrate behavioral health expertise into court educational programming and operations to improve judicial staff and judiciary professional court staff’s understanding of psychological, social, and behavioral factors affecting judicial, judiciary professional court staff, and court-involved individuals. Incorporate innovative educational tools and technology to effectively deliver behavioral health training and programming. Primary Contact To Collaborate With The State Court Behavioral Health Administrator Or Designee, The Judicial College, The Coordinating Judge For Behavioral Health For The Maryland Judiciary, Other Judicial And Judiciary Professional Court Staff, And Behavioral Health Experts To Identify training needs related to behavioral health. Development of courses, workshops, seminars, and participant resources aligned to these needs in using instructional design and adult learning principles tailored to instructor-led in-person, instructor-led virtual training, as well as self-paced distance learning formats. Deliver courses, webinars, workshops, and seminars. Support acquired subject matter experts to enhance understanding of behavioral health needs among judicial and judiciary professional court staff, as well as the court users they serve. Audit trainings and use feedback to update trainings. Serve As a Liaison Between The Behavioral Health Field, Including Substance Use, Mental Health, And Other Behavioral Health Professionals, And The Judiciary To Foster collaboration between the Judiciary and behavioral health professionals and build partnerships and improve systems and processes. Provide expert guidance, support problem-solving court initiatives, and promote best practices for addressing behavioral health challenges among judicial and judiciary professional court staff, as well as the court users they serve. Improve resources available for education and court programs. Support the Judiciary’s strategic initiatives by: Improving Access To Justice By Addressing substance use, mental health, and other behavioral health needs through education and collaboration with behavioral health experts. Removing barriers for individuals with behavioral health needs, ensuring fair and equitable participation in the court system. Promoting accountability and public trust through enhancing judicial and judiciary professional court staff understanding of substance use, mental health, and other behavioral health needs for more informed and compassionate decision-making and increasing public confidence in the justice system. Encouraging a service-oriented approach by enhancing judicial and judiciary professional court staff’s ability to enhance a court environment that is responsive and supportive, improving the overall experience for court-involved individuals. Using technology effectively and responsibly in educational programming through the use innovative educational tools and resources. Fostering a Healthy, Diverse, And Productive Workforce By Promoting awareness and understanding of behavioral health issues among judicial and judiciary professional court staff by integrating behavioral health education into training programs to enhance supportive work environments that recognize and address psychological and social factors affecting employees. Contributing to the overall well-being, resilience, and effectiveness of the workforce, encouraging inclusivity and responsiveness to diverse behavioral health needs within the judiciary. Minimum Qualifications Education: Bachelor's Degree from an accredited college or university. Experience: Three (3) years of professional or educational experience in behavioral health, psychology, or social work and three (3) years of work experience in curriculum development, instructional design, and adult education is required. Note: Master's Degree in Education, or related field with two (2) or more years of experience in behavioral health education may substitute the required education and experience. Preferred: Specialized training or certification in curriculum development or instructional design. Knowledge, Skills, And Abilities Knowledge of: Adult learning theory, principles, methodologies, and their application in effective training and development. Adult learning practices across modalities, including teaching the adult learner through instructor-led in-person, instructor-led virtual training, as well as self-paced distance learning formats. Curriculum design and development models, principles, and practices that integrate adult learning theory into effective courses, workshops, seminars, and program development. Principles of management and leadership. Virtual meeting platforms, such as MS Teams or Zoom. Behavioral health issues, including substance use, mental health disorders, trauma, and addiction, as they relate to court-involved individuals. Behavioral science and its application in judicial settings, including trauma-informed approaches and the impact of adverse childhood experiences. Community-based treatment programs, residential treatment, and mental health first aid Collaboration and partnership-building. Therapeutic jurisprudence principles and evidence-based practices in problem-solving courts The judicial system, court operations, and the role of education in enhancing judicial and judiciary professionals court staff competencies. Judiciary policies, procedures, and administrative operations. Skill In Curriculum development, instructional design, and applying adult learning principles. Using computer applications to create interactive instructional content, participant guides, presentations, job aids, and other educational resources. Communication and presentation skills to effectively convey complex behavioral health concepts for diverse audiences. Using technology and innovative educational tools for training delivery. Fostering collaboration and serving as a liaison between behavioral health professionals and the judiciary to provide expert guidance and support. Effective time management and organization. Customer service and interpersonal skills. Ability To Use Microsoft Office Suite and related productivity tools. Identify training needs and design appropriate educational interventions. Develop, coordinate, and support the delivery of educational programming and training workshops for adults. Promote best practices in addressing behavioral health challenges within the court system. Support problem-solving court initiatives through education and collaboration with behavioral health experts. Enhance judicial and judiciary professional court staff understanding of behavioral health. Contribute to initiatives that improve access to justice, promote accountability, foster a service-oriented court environment, and foster a healthy, diverse, and productive workforce. Work collaboratively with diverse stakeholders. Manage multiple concurrent projects while maintaining high quality. Establish and maintain effective working relationship judicial, judiciary professional court staff, and external stakeholders. Operate audiovisual presentation equipment. Respond promptly and with agility and positivity to changes in the behavioral health and educational fields, as well as within the Judiciary Physical Requirements Sedentary work.
