Code Compliance Officer

$27.86 - $38.09 per hour

Job Summary Arvada is seeking a proactive and community‑focused Code Compliance Officer to protect the safety, appearance, and livability of our neighborhoods. The role involves working directly with residents and businesses to investigate concerns, conduct property inspections, and resolve code compliance issues. Strong communication, problem‑solving, and customer‑service skills are essential. Pay Range $27.86‑$38.09 hourly Responsibilities Respond to allegations of property maintenance code and other municipal code violations. Complete thorough investigations to determine if code violations exist and take appropriate corrective action. Perform on‑site inspections of commercial, residential, vacant, and other properties to assess maintenance compliance. Initiate legal and judicial processes by issuing summonses, serving notices, providing evidence and testimony at hearings and trials, and ensuring notification requirements are met. Conduct nuisance abatement hearings. Determine necessity of work orders for contractors, issue work orders, and coordinate with internal personnel and outside contractors. Provide detailed job parameters and ensure job completion. Calculate, assess, and process financial information for billing, collection, and assessment of administrative fees and tax liens. Maintain updated case files for documentary and historical purposes. Create and maintain data spreadsheets and organizational charts to inform city staff, citizens, and other municipalities. Proactively enforce the city sign code, identify, remove, and dispose of illegal signage on city right‑of‑way. Interact with the public via phone, electronic mail, and written communication. Consult daily with city staff regarding enforcement and code interpretations, and coordinate with appropriate work units. Oversee day‑to‑day leadership activities: communicate vision and priorities, make decisions, delegate work, manage performance, hire, manage resources, develop others, and maintain a positive team culture. Frequently operate a personal or City‑owned motor vehicle to travel to and from work locations throughout the City. Additional Job Functions Participate on city committees and attend board of adjustment, city council, and neighborhood meetings as needed. Conduct surveys related to enforcement topics, policies, procedures, and other relevant information. Perform other duties as assigned. Knowledge, Skills, and Abilities Solid knowledge of the International Property Maintenance Code and basic knowledge of other Arvada municipal codes and State of Colorado traffic laws. Knowledge of and adherence to Arvada Police Department policies and procedures. Basic knowledge of federal, state, and local laws and regulations related to code enforcement activities. Technical knowledge of noise and light meters, digital cameras, hand tools, office equipment, personal computers, and other relevant tools. Strong customer‑service skills with emphasis on problem solving and conflict resolution. Strong organizational skills and ability to work on multiple cases or issues simultaneously. Excellent negotiation, mediation, conflict management, and problem‑solving skills. Ability to use a variety of job‑specific software and tools. Ability to work varying shifts, including evenings, weekends, holidays, and on‑call hours. Ability to obtain Code Enforcement Certification, CEW certification, and defensive tactics certification within one year of hire. Effective communication skills, both verbal and written, at all organizational levels. Must be able to operate a motor vehicle. Required Certifications Basic Code Enforcement Officer Certification from the Colorado Association of Code Enforcement Officials (CACEO), or obtain certification within one year of hire. Must successfully complete all annual and as‑needed in‑service training and certification requirements. Valid Colorado driver’s license and acceptable driving record. Must obtain and maintain a Criminal Justice Information Services (CJIS) Certification. Education and Experience Degree: High School or GED (required). Associate’s degree preferred. Work Experience: Required customer‑service experience in a high‑pressure environment. Preferred – two years of experience in code enforcement or law enforcement. Physical Demands Moderate to considerable physical effort including working from ladders in awkward positions, frequent use of light or medium weight objects (25‑50 lbs.), and use of medium weight tools. Hazards: occasional predictable hazards such as hazardous waste, ladders, cleaning supplies, trips, and falls. Work environment includes regular exposure to heat, noise, and outdoor elements.
