Program Analyst

Job Summary This position is located in the Department of Corrections (DOC), Federal Billing Unit. The mission of the DOC is to ensure public safety for citizens of the District by providing an orderly, safe, secure and humane environment for the confinement of pretrial detainees and sentenced inmates, while providing meaningful opportunities for community reintegration. The incumbent in this role is responsible for Medicaid reimbursement, program financing, data analysis, grant compliance, and coordination with internal and external stakeholders to ensure the effective use of federal funding to enhance correctional programs and services. Duties And Responsibilities Plans, develop, and conduct program analyzes of substantial scale and impact concerning all aspects of current or projected operating programs for actual or potential effectiveness in achieving planned goals and objectives. Develops, maintains, and monitors projects, and integrated reporting system(s) affecting program(s) throughout the activity. Communicates information to supervisor for effective evaluation of program operations and milestones. Oversees execution of programs of broad scope and mission impact. Analyzes, extracts, summarizes, and identifies significant trends and issues. Forecasts and estimates program requirements and prepares programmatic reports, justifications, charts, graphs, statistical and narrative data, etc., for presentations and briefings. Conducts management surveys, audits, projects, etc., and provides advisory services to operating or management officials. Program study assignments involve organizations, operations, and functions of significant complexity with extensively interrelated program(s) throughout an extremely complex activity. Qualifications And Education Specialized Experience: Specialized experience must have equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled. To be creditable, applicants must have one (1) year of specialized experience equivalent to at least the next lower grade level in the line of progression. An example of Specialized Experience is: working with a wide range of Medicaid Reimbursement policies, concepts, practices and principles in order to analyze and develop recommendation for improvement in program operations and objectives. Licenses and Certifications None. Working Conditions/Environment Work is performed in an office setting or cubicle. It may be necessary to observe operations at various DOC sites from time to time. Other Significant Facts Tour of Duty: Monday - Friday 8:15 a.m. to 4:45 p.m. Pay Plan, Series and Grade: CS-343-12 Promotion Potential: No Known promotion potential. Duration of Appointment: Career Service -Term Collective Bargaining Agreement: This position is not covered under a collective bargaining agreement Position Designation: The incumbent of this position will be subject to enhanced suitability screening pursuant to chapter 4 of the DC Personnel Regulations, Suitability. This position has been designated as a Safety Sensitive position and is subject to mandatory pre-employment and periodic Criminal Background Checks and Traffic Record (as applicable). This position is also subject to mandatory pre-employment, random Drug and Alcohol Testing. In this position you may be disqualified from employment based on the presence of marijuana in the test result, even if you possess a medical card authorizing the use of medical marijuana. A TB Test will be required prior to entry on duty. Residency Preference: Applicants claiming "residency preference" will be required to maintain residency in the District of Columbia for a minimum of seven (7) years from the effective date of employment. You are required and must agree in writing. Failure to do so may result in forfeiture of employment.
