Annual Benefit Allowance The benefits allowance covers up to $20,538.24 for employees and their dependents to enroll in benefits. Comprehensive Insurance Plans The State offers several different medical, dental, and vision plans to better fit your needs. Including options to enroll in a Health Savings Account (HSA) or a Flexible Spending Accounts (FSA). Retirement Savings Plans Pathfinder Defined Contribution Plan: available to employees who began State employment after November 1st, 2015. Employer matches 6% with an employee contribution of 4.5%. Employer matches 7% with an employee contribution of 7% or above. OPERS Defined Benefit Plan: available to returning employees who were previously enrolled in OPERS. Annual & Sick Leave (PTO) 15 days accrued annually during the first 1–5 years of service. 18 days accrued annually for 5–10 years of service. 20 days accrued annually for 10–20 years of service. 25 days accrued annually for over 20 years of service. Sick leave: Accrued at 15 days per year Paid Holidays 11 paid holidays per year Longevity Pay Longevity payments are paid annually to eligible State employees with a minimum of 2 years of State service. Employee Assistance Program (EAP) EAP is a cooperative effort between employees and administration to help employees gain access to professional services in resolving personal problems. Basic Purpose Positions in this family are responsible for planning, supervising, and performing technical and professional work in an environmental quality, environmental management, or environmental health protection program. This includes performing inspections, surveys, and investigations, reviewing and approving federal grants, providing consultative services, and ensuring compliance with environmental laws. Specialty areas may include biology, health, geology, hydrology, and environmental science. Typical Functions The Environmental Programs Specialist IV (Environmental Compliance Specialist) position is located within the Hazardous Materials Program of the Environmental Programs Division. The position will primarily be responsible for interpreting/providing general environmental compliance support and/or guidance for ODOT facilities statewide while occasionally providing technical assistance to ODOTs transportation program. The position will require a self-motivated personality with a strong aptitude for technical and creative problem solving, decision-making capabilities, project management and tracking skills, technical report review and writing abilities, and effective communication skills both in person and virtually, with a demonstrated ability to effectively present information to regulatory agencies and to internal and external stakeholders. Ideal candidate would have a working knowledge of various local, state, and federal rules and regulations, guidance, etc., including but not limited to Oklahoma Corporation Commission (OCC), Oklahoma Department of Environmental Quality (ODEQ), Oklahoma Water Resources Board (OWRB), Oklahoma Department of Labor (ODOL), the United States Environmental Protection Agency (USEPA) and the Occupational Safety and Health Administration (OSHA). Having a general knowledge of both under and above ground tank compliance activities, Community Right to Know regulations, SPCC applicability and implementation, good housekeeping/pollution prevention compliance and/or best management practices. And, familiarity with hazardous material risk mitigation, building toxins (asbestos, lead paint, mold, etc.), the Municipal Separate Storm Sewer System (MS4) permit implementation process, minor public water supply and waste water requirements, and highway/roadside spills cleanup practices. Having experience with handling, storage, disposal and management of hazardous materials/waste, used or waste oil, universal waste, and waste tires. Lastly, experience planning and overseeing environmental remediation is preferred. Responsibilities Coordinate with and/or assist other ODOT professionals. Coordinate, review, and comment on internal or consultant submittals. Regulatory records review and/or field surveys. Review of construction plans to support facility design for regulatory compliance and/or to minimize impacts. Document management and data input. Review current environmental information and liaise with various state agencies, other DOTs, vendors, contractors, general public, internal clients and regulatory entities, etc. Develop/provide training/educational opportunities to/for ODOT staff and external stakeholders. Participation in the development of appropriate remedial strategies and acting as an advisor on contaminated property issues. Provide technical assistance by planning, coordinating and/or conducting, and documenting (facility and construction/maintenance) inspections/site visits, investigations, and removal actions/site remediation. Develop/modify agency policies, manuals, handbooks, specifications, procedures, SOPs, special provisions, and/or construction control directives. Develop and evaluate lists of permitted activities. Develop pollution prevention best management practices. Procurement and management of contracts and associated task orders along with invoice review and recommendations for payment. Licensures/Certifications OCC Remediation Consultant and/or OCC Remover Asbestos Inspector 40-hour Hazwoper training (with appropriate annual refreshers) Requirements Must possess a valid driver's license and be willing to travel statewide, occasionally overnight. Ability to work on multiple projects simultaneously and within established schedules is essential. Must be willing to provide rapid response, provide solutions and be comfortable working independently and within a team environment. Microsoft Office suite and Adobe Acrobat Professional experience. Must be willing to occasionally work after-hours. Some out of state travel. Education and Experience Level IV: Education and Experience requirements at this level consist of a bachelor’s degree with at least 24 semester hours in a physical, natural, or biological science, chemistry, geology, hydrology, physical geography, epidemiology, environmental science, environmental health or civil, agricultural, environmental, geological or chemical engineering plus four (4) years of professional experience in one of the areas listed; or a master’s degree in a qualifying area plus three (3) years of professional experience in one of the areas listed. Level III: Education and Experience requirements at this level consist of a bachelor’s degree with at least 24 semester hours in a physical, natural, or biological science, chemistry, geology, hydrology, physical geography, epidemiology, environmental science, environmental health or civil, agricultural, environmental, geological or chemical engineering plus three (3) years of professional experience in one of the areas listed; or a master’s degree plus two (2) years of professional experience in one of the areas listed.
