Job Overview Under the direction of the Assistant Chief Counsel, the Attorney in the Office of Plan Licensing (OPL) performs sensitive legal work of average difficulty for the Department of Managed Health Care (DMHC) related to health care service plans. Duties include reviewing transactional documents, analyzing legal compliance issues, and conducting legal research to support the administration and regulation of health plans under the Knox‑Keene Health Care Service Plan Act of 1975 and the implementation of Federal Health Care Reform. Responsibilities Review transaction documents and contracts related to health plans. Analyze legal compliance issues and advise program staff on regulatory matters. Conduct legal research on statutes, regulations, and case law affecting health plans. Assist in drafting and reviewing legal memoranda, opinions, and other legal documents. Collaborate with program staff to ensure compliance with applicable laws and regulations. Minimum Qualifications Attorney designation as specified in the Class Specification (Class A or Class B). Background investigation clearance required prior to appointment. Desirable Qualifications Expertise in health care service plan programs, benefits, operations, reforms, and trends. Experience in health care law. Background specialty in the health care industry. Ability to provide consultation services to management. Ability to develop and implement new policies and procedures. Excellent oral and written communication skills. Good judgment in following established program procedures. Flexibility to adjust to shifting priorities and meet deadlines. Working Conditions The position is located in Sacramento and Rancho Cordova, both near light‑rail. The incumbent will work in a climate‑controlled cubicle or office environment. This position is eligible for hybrid telework in accordance with the State Telework Policy and the DMHC Telework Policy.
