The Department of Natural Resources (DNR) is looking for a detail-oriented and proactive Senior IT Project Manager to join our Information Technology Division. In this key role, you will lead the agency’s implementation of the statewide One Washington (OneWA) initiative, along with other high-priority IT projects and initiatives. OneWA is a statewide transformation project replacing the current Agency Financial Reporting System (AFRS) with Workday. As the project manager, you will play a critical role in ensuring that IT initiatives are strategically planned, effectively executed, and successfully delivered to meet the business and operational needs of the department. Responsibilities Lead the planning, execution, and delivery of complex IT projects, including strategic initiatives such as OneWA. Manage all aspects of project lifecycle—scope, schedule, budget, resources, vendor relationships, communications, and change management—ensuring alignment with business objectives and collaborator expectations. Ensure adherence to WaTech policies, gated funding requirements, lifecycle management, and investment plans. Enforce compliance with the Office of Cybersecurity (OCS) IT cybersecurity policies and standards, as well as agency-wide IT project management frameworks. Partner with executive sponsors, business programs, and IT teams to define business requirements, clarify expectations, and ensure adequate resource allocation. Provide consistent status reporting on milestones, risks, dependencies, and deliverables. You will deliver clear, actionable communication to executive leadership and stakeholders. Monitor project performance, track outcomes, and manage issues using IT analytical techniques. Lead project reviews, identify and resolve variances, and ensure corrective actions are taken. Oversee ongoing quality control and contribute to resolving technical or operational issues. Promote and apply PMI best practices and project management methodologies across the agency. Develop templates, tools, and processes to mature project management capabilities. Support policy creation and contribute to continuous improvement efforts within the Project Management Office (PMO). Conduct feasibility studies, market research, and vendor evaluations. Analyze gaps between current and desired system states, recommend best-of-breed solutions, and guide technology adoption in alignment with industry trends and agency standards. Manage related IT projects within a broader program framework to achieve strategic objectives. Facilitate lessons learned sessions, implement improvements, and contribute to the overall maturity of IT service delivery. Required Qualifications A bachelor's degree in Information Technology, Computer Science, or related field and 7 years of experience with at least 3 years managing full scope technical projects; OR a combination of education and/or experience equivalent. Completion of a certificate or other program in project management. Knowledge of principles and practices of multiple IT disciplines, such as data management, IT security principles, local and wide area networks, data storage, and application architecture principles. Knowledge of management principles with an emphasis on team building and effectiveness. Knowledge of leadership/management techniques and principles in the areas of strategic and operational planning, budget preparation and implementation, and project management.
