Deputy Director of Human Resources

Base Pay $124,111.36 - $150,066.71 / Year Employee Type FT Exempt Description The City of Takoma Park seeks a Human Resources Deputy Director to assist the Human Resources Director in planning, organizing, directing, and administering the City's comprehensive human resources program. This position provides both strategic and operational leadership for recruitment and talent acquisition, employee and labor relations, classification and compensation, benefits administration, performance management, policy development, training and professional development, organizational development, HR compliance, and risk management. This is a hands‑on leadership role that requires both strategic vision and active involvement in day‑to‑day HR operations. The Deputy Director serves as the Human Resources Director's designee during the Director's absence and provides direct supervision to assigned Human Resources staff. The position ensures compliance with applicable federal, state, and local employment laws, collective bargaining agreements, City policies, and human resources best practices Typical Duties: Leadership and Administration Assists in directing and managing the Human Resources Department. Helps establish departmental goals, objectives, strategic priorities, and performance measures. Participates in developing HR policies, procedures, and long-range strategic initiatives. Supervises assigned HR staff and conducts performance evaluations. Assists in preparing and administering the departmental budget. Serves as Acting Human Resources Director when assigned. Employee and Labor Relations Advises department directors and supervisors on employee relations matters. Assists with investigations involving misconduct, harassment, discrimination, workplace violence, retaliation, and policy violations. Reviews disciplinary actions for consistency and legal compliance. Participates in grievance administration and dispute resolution. Supports labor negotiations and contract administration. Interprets collective bargaining agreements. Recruitment and Talent Acquisition Oversees recruitment and selection activities. Develops recruitment strategies to attract qualified candidates. Reviews job announcements and hiring recommendations. Assists departments with workforce planning. Promotes diversity, equity, and inclusion in hiring practices. Monitors recruitment metrics and hiring timelines. Classification and Compensation Assists with classification and compensation studies. Conducts job analyses and position evaluations. Reviews requests for new positions and reclassifications. Makes recommendations regarding salary administration. Assists with compensation surveys and market analyses. Reviews HR metrics and reports. Maintains confidentiality of employee records. Assists with technology improvements and process automation. Assists with workers' compensation administration. Supports ADA interactive process. Assists with workplace accommodations. Identifies organizational risks and recommends mitigation strategies. Other Duties Represents HR on committees. Attends meetings as assigned. Prepares reports and presentations. Performs other duties as assigned. Requirements Minimum Qualifications: Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field. Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require eight to ten years of related experience. Exercise independent judgement and maintain a high level of confidentiality. Possession of or ability to readily obtain a valid driver's license issued by the state in which the employee resides for the type of vehicle or equipment operated.
