POSITION CONCEPT

Provides engineering and operations support for all substation Remote Terminal Unit (RTU) related functions.

PRIMARY DUTIES AND RESPONSIBILITIES

Consult with other departments to establish RTU requirements and operating philosophy, ensuring consistency with TEC system requirements (~25%). Provide guidance, training and consultation as an RTU specialist to design engineers and operating personnel (~10%). Investigate and evaluate RTU equipment, provide input for selection and purchase, follow up on delivery, and verify correct charging to projects (~5%). Provide engineering support during checkout and construction, interpreting design and gathering operating feedback for improvements (~10%). Develop RTU configurations and drawings, submit work orders, order materials, support crews, and reconcile records upon completion (~40%).

RELATIONSHIPS

Internal: All Electric Delivery departments (Substation Operations, System Security, Project Management, Accounting, Purchasing, Compliance, Planning, IT, Energy Supply). External: Other utilities, vendors, and industry organizations such as IEEE PES PSRC and Substations Committee as budgets permit.

Direct supervision: None.

QUALIFICATIONS

Engineer Level: Engineer I – Minimum 18 months experience or 12 months with an FE. Engineer II – Minimum 4 years experience. Senior Engineer – Minimum 8 years and eligibility to become a licensed PE in Florida. Principal Engineer – Minimum 12 years and must hold a licensed PE. Education Required: Bachelor of Science in Electrical Engineering from an ABET‑accredited program. Licenses and Certifications Required: Eligible to obtain an FE in Florida within the first two years of employment. Preferred: Licensed Professional Engineer in Florida. Related Experience Required: Minimum 3 years of power utility engineering and operations experience. No supervisory experience required. Knowledge, Skills and Abilities Working knowledge of RTU/SCADA systems and ability to interpret substation drawings, wiring diagrams, and manufacturer documentation. Familiarity with control/automation logic concepts (RTU logic, PLC style logic, IEC 61131‑3, or equivalent). Familiarity with SCADA protocols such as DNP3 and Modbus (serial and/or TCP/IP). Understanding of serial and IP communications used in substations (RS‑232/RS‑485, Ethernet, fiber, radio/cellular/microwave). Preferred: Experience with SEL RTAC, GE D20, commissioning, troubleshooting, point mapping/database development, time synchronization, and event reporting/SOE. Preferred: Ability to serve as an RTU/SCADA SME, mentor, lead complex technical work, and develop standards. Leadership Competencies Speaks up for Safety, Health and Environment. WORKING CONDITIONS

Primarily office work; field work in substations or equipment yards to gather data and support crews may be required. Some overtime, weekend work, and one‑week rotational on‑call duties are required. Storm response using quick‑reaction operations may be required.
