POSITION SUMMARY
The Program Supervisor - Court Programs is responsible for the day-to-day oversight and coordination of CPC's court-related and community-based diversion programs, including the Recovery Diversion Program (RDP), Link2Care, and RESTART Mental Health Diversion Court. The Program Supervisor provides direct supervision to program staff, monitors program operations and service delivery, and serves as a liaison to courts, law enforcement agencies, prosecutors' offices, referral sources, and other community partners. The Program Supervisor is directly involved in the provision of services to individuals referred to the programs and carries an assigned caseload. Responsibilities include following up on referrals, completing assessments, developing individualized service plans, providing case management and supportive services, coordinating linkages to treatment and community resources, attending court proceedings and related meetings, monitoring client progress, and documenting services in accordance with agency, regulatory, contractual, and court program requirements. The Program Supervisor works collaboratively with clients, families, courts, law enforcement, prosecutors' offices, treatment providers, and community agencies to promote engagement in services, successful completion of program requirements, recovery, community integration, and reduced involvement with the criminal justice system. Must possess a terminal NJ license and Master's Degree in a clinically related field such as social work or counseling. Must minimally possess an active LSW or LAC. Must have prior experience providing treatment, case management, or other behavioral health services to adults, children, or adolescents. Prior supervisory or leadership experience preferred. Experience working with courts, law enforcement, criminal justice diversion programs, or other justice-involved populations preferred. Experience with evidence-based practices. Must possess the ability to work effectively in community-based settings and collaborate with multiple systems and community partners.MAJOR RESPONSIBILITIES/PERFORMANCE OBJECTIVES
Provide day-to-day oversight and supervision of staff assigned to the Court Programs, including the Recovery Diversion Program (RDP), Link2Care, and RESTART Mental Health Diversion Court. Assist with the coordination and oversight of program operations to ensure that services are provided in accordance with program goals, contractual requirements, court requirements, agency policies, and applicable regulatory standards. Provide direct supervision to program staff, including regularly scheduled supervision, guidance regarding clinical and programmatic matters, review of documentation and service delivery, monitoring of caseloads and referrals, and support in addressing client and program-related concerns. Serve as a primary liaison between CPC and courts, law enforcement agencies, prosecutors' offices, referral sources, treatment providers, and other community partners involved in the Court Programs. Attend court proceedings, court-related meetings, case conferences, and other required meetings associated with RDP, Link2Care, RESTART, and other court-related programming. Receive, review, and follow up on referrals from courts, law enforcement agencies, prosecutors' offices, and other referral sources within established program timeframes. Ensure appropriate communication and coordination regarding referral status and client engagement. Carry an assigned caseload and provide direct services to clients in community-based settings, including assessment, case management, service coordination, engagement, advocacy, crisis intervention, referral and linkage to treatment and community resources, and monitoring of progress toward identified goals. Complete biopsychosocial assessments within the time frame established for the program and formulate appropriate service plans. Utilize DSM-5-TR, as appropriate, to support diagnostic understanding and determine appropriate level of care and service needs. Complete risk assessments at intake and as clinically indicated. Notify the appropriate supervisor of changes in risk level and monitor and address high-risk clients in accordance with agency policies and program requirements. Develop individualized treatment or service plans utilizing evidence-based treatment approaches, including Motivational Interviewing (MI), Cognitive Behavioral Therapy (CBT), Stages of Change, Relapse Prevention, and other appropriate evidence-based practices. Utilize a holistic, person-centered, and recovery-oriented approach to address behavioral health, substance use, medical, housing, employment, financial, transportation, family, and other identified needs. Provide direct services to clients and their families, as appropriate, including symptom management; substance use recovery support; psychoeducation; crisis intervention; client advocacy; assistance with accessing behavioral health, substance use, medical, housing, financial, employment, and other community resources; transportation in agency vehicles when appropriate and in accordance with agency policies; and support for successful community integration. Coordinate with clients' families, treatment providers, courts, law enforcement, prosecutors' offices, and other agencies involved in providing services or supports to the client, while maintaining appropriate confidentiality and professional boundaries. Participate in an interdisciplinary and collaborative team process to ensure the provision of appropriate services and timely linkage to requisite treatment, recovery, and community-based resources. Monitor client participation, engagement, progress, and compliance with applicable program and/or court-related requirements. Communicate relevant information to appropriate referral sources and court partners in accordance with applicable laws, regulations, confidentiality requirements, and program policies. Record, report, monitor, and maintain service delivery and program data in accordance with program contracts, court requirements, agency standards, and applicable regulatory requirements. Monitor program referrals, caseloads, service delivery, outcomes, and other performance indicators. Identify barriers to service engagement and make recommendations to improve program operations and client outcomes. Ensure timely and thorough completion of all clinical, programmatic, and administrative documentation. Comply with regulatory, agency, court, contractual, and funding guidelines regarding documentation and maintain competency in the use of the agency's electronic health record and other required systems. Work cooperatively and collaboratively with other staff and supervisors, clients, families, courts, law enforcement, prosecutors' offices, referral sources, treatment providers, and outside agencies using a client-centered, recovery-oriented, trauma-informed, and culturally responsive approach. Attend required meetings, court proceedings, case conferences, trainings, and other program-related activities. Complete all training required by the agency, applicable state regulations, contractual requirements, courts, and accrediting bodies. Maintain CEUs required for professional licensing. Maintain competency to provide clinical and case management services through ongoing clinical supervision, continuing education, and professional development, and successfully complete goals identified in the annual staff evaluation process. Follow agency and regulatory policies regarding confidentiality, privacy, and security of client information, including HIPAA and other applicable requirements. Abide by agency, state, and federal laws and regulations, professional licensing standards, and applicable professional ethics pertaining to client rights, ethical treatment, conflicts of interest, HIPAA, and other applicable standards of practice. Identify high-risk clients and collaborate with the treatment team, supervisors, courts, referral sources, and other appropriate partners to support safe and effective service provision and treatment outcomes. Report incidents, client complaints, serious concerns regarding risk levels, significant changes in client status, and other concerns to the appropriate supervisor. Utilize agency policies and procedures to address and document these issues.PHYSICAL REQUIREMENTS
