ABOUT THIS ROLE

St. Michael's is hiring a Senior Human Resources and Administrative Operations Specialist to support a Department of Defense client. As a Senior Human Resources and Administrative Operations Specialist , you will assist the Government Lead in managing, coordinating, and executing a full spectrum of personnel management tasks. WHO YOU ARE

• TS/SCI Clearance with NATO Clearance eligibility.
• Bachelor's Degree in one of the following disciplines: Human Resources, Business Administration, Public Administration, Management, or a closely related field.

OR

• Associate's degree with 12+ years of relevant military administrative experience, OR a High School Diploma with 15+ years of specialized experience in a military Joint Staff environment (e.g., J-1 or Front Office).
• Minimum of 8–10 years of progressive experience in military administration, human resources, or executive-level staff operations.
• Expert in the use of the Microsoft Office Suite (Word, Excel, PowerPoint, Publisher) and Adobe Acrobat. Requires deep proficiency in military-specific systems including the Defense Travel System (DTS), EWMS, At Hoc, and enterprise-approved AI tools.
• Must possess a comprehensive understanding of the proper use, formatting, and handling of military correspondence, up to and including the safeguarding of Classified SECRET information.
• Superior written and oral communication skills are required. The incumbent must exercise tact, diplomacy, and sound judgment when interacting with senior SOCS leaders, SOCS staff, and the broader HQ USSOCOM staff.

PRIMARY RESPONSIBILITIES

• Personnel & Manpower Management: Assist the Government Lead in managing, coordinating, and executing a full spectrum of personnel management tasks, including manpower prioritization, compensation, and professional development. Advise and assist in the management and timing of civilian hiring actions, organizing Civilian Selection Advisory Panels, and executing administrative actions in accordance with (IAW) applicable regulations and established suspense.
• AI-Enabled HR Tracking: Maintain an up-to-date, AI-enabled tracking system to ensure all personnel actions are processed expeditiously and efficiently. Coordinate with appropriate staff elements (Classification, Manpower, HR, CPF) to identify position errors, develop Courses of Action (COAs), and implement solutions (e.g., realignments, position maintenance).
• Position Documentation: Assist the Government Lead in drafting and updating position descriptions, Request for Personnel Actions (RPAs), and Recruit Fill actions to ensure timely completion of hiring and alignment processes.
• Strategic Administration & Task Management: Develop and monitor strategic plans for directorate administrative actions and taskings. Leverage dashboards and AI-driven automation to ensure products and responses align with applicable regulations and are clear, concise, and timely.
• Records Management: Assist the Government Lead in administering the directorate's records management program to ensure accuracy and compliance with mandated directives. Coordinate semi-annual records management training for records officers, file custodians, and all assigned personnel. Conduct and document quarterly reviews (January, April, July, October) of all directorate files within the content manager and portal pages.
• In/Out-Processing & Travel: Develop, coordinate, and refine products and processes related to SOCS personnel in-processing and out-processing. This includes, but is not limited to, managing the Defense Travel System (DTS), Government Travel Card program, Emergency Management systems, distribution/mailing lists, and ATAAPS rosters.
• Security Management: Assist the Government Lead in executing the SOCS Security Management program. Advise the Director and Deputy Director on security issues within 24 hours of any incident and act as liaison with other Command Security Managers to address infractions. Conduct quarterly internal Information Security (INFOSEC) self-inspections and resolve any identified issues.
• AI-Enabled Security Tracking: Utilize AI-enabled tracking systems to manage directorate security incidents, coordinate Investigating Official assignments as required, and maintain/track annual security training requirements for all directorate personnel and security assistants.
• Policy & Publication Review: Conduct comprehensive reviews and edits of Command Publications and Policy Memorandums, leveraging AI products to ensure strict formatting compliance and technical accuracy prior to senior leader endorsement.
• Create, update, and maintain standardized document templates to streamline front office operations.
• Collaborative Preparation: Assist Top 5 staff in the collaborative preparation, coordination, reproduction, editing, and proofing of sensitive documentation to support fast-paced operations.
• Strategic Communication Integration: Perform other duties as required to support Command's strategic communications objectives, including monitoring public-facing content for consistency and assisting with crisis communication messaging as necessary.
