Description
Boulder County Housing Department is seeking to hire a Housing Manager . Boulder County Housing Authority (BCHA) Boulder County Housing Authority is seeking a collaborative, mission driven Housing Manager to lead property operations, strengthen resident relationships, and advance equitable, trauma informed housing practices across our affordable housing portfolio. BCHA operates across more than 700 square miles and oversees 61 affordable housing properties, 250 buildings, and 1,073 homes. This role is essential to maintaining consistent, high-quality operations across this large, diverse portfolio.

The Housing Manager provides strategic leadership to a team of Property Managers; ensures compliance with LIHTC, HUD, CHFA, and Rural Development requirements; and partners closely with Maintenance, Asset Management, and Resident Services. This highly client-facing role focuses on building trust based relationships with tenants, internal teams, and community partners. The ideal candidate will help cultivate a stable, collaborative, equity-centered team culture-supporting staff who have navigated significant challenges and are rebuilding communication, trust, and shared accountability.

This is a full-time, benefited position that will work Monday - Friday 8:00am - 4:30pm with occasional evening or weekend responsibilities to address emergencies, resident needs, or regulatory deadlines required. This position will work out of 455 N. Burlington , Lafayette, Colorado with regular travel to BCHA properties across Boulder County. Under Fair Labor Standards Act (FLSA) guidelines, this position is exempt .

Boulder County requires its employees to reside in the state of Colorado as of the first day of work.

Hiring Salary Range : $85,608.00 - $104,436.00 Annually

Tentative Hiring Timeline:

New employees receive an of vacation at the time of hire, in addition to 8 hours of both vacation and medical leave accruals each month (Must not have been employed at Boulder County during the 12 months prior to re-hire date to qualify). Boulder County offers including pension contributions.

Examples of Duties

  1. Program, Property & Portfolio Leadership
    1. Oversee the administration, operations, and contract compliance
    2. Establish goals and objectives for housing programs, properties, and teams, ensuring alignment with regulatory agencies, including LIHTC, HUD, CHFA, RD, and the Colorado Division of Housing
    3. Serve as a key liaison between Property Management, Asset Management, and Maintenance; provide direction, coaching, and support to ensure operational consistency and adherence to best practices
    4. Ensure teams are accountable for high quality leasing and property operations, maximizing occupancy, maintaining strong fiscal stewardship, and following federal, state, and local regulations
    5. Lead implementation of operational policies and procedures; draft and recommend revisions to improve effectiveness and maintain compliance
    6. Conduct reviews, studies, and evaluations of operating practices and identify opportunities to enhance departmental performance and service delivery
    7. Prepare for and participate in regulatory inspections, REAC assessments, audits, and lender/investor reviews; oversee timely submission of corrective responses
  2. Financial & Compliance Oversight
    1. Review, analyze, and monitor budgets, property financials, variance reports, occupancy performance, and accounts receivable
    2. Collaborate with the Director of Finance and Asset Management to prepare property budget estimates; submit final drafts for approval
    3. Approve rent adjustments, write-offs, and reimbursement requests in accordance with policy
    4. Ensure staff and property operations comply with Fair Housing, landlord tenant law, reasonable accommodation requirements, and all applicable regulations
    5. Provide oversight for lease enforcement and eviction processes; coordinate with legal partners and attend court proceedings as necessary
  3. Resident Centered Services
    1. Model and promote excellent customer service rooted in equity, trauma-informed practice, and culturally responsive engagement
    2. Build strong relationships with tenants, internal teams, community partners, and service providers to support positive resident experiences and community stability
    3. Monitor and improve resident facing processes, including move ins, recertifications, communications, and conflict resolution
  4. Staff Leadership, Development & Supervision
    1. Supervise, mentor, and develop Property Managers and other assigned staff, ensuring clear expectations, equitable workload distribution, and high performance
    2. Conduct performance evaluations; provide coaching, guidance, and corrective action when needed; recommend personnel actions including hiring, promotions, and separations
    3. Identify training needs and ensure consistent opportunities for staff to receive education in HUD, LIHTC, RD, Fair Housing, customer service, operations, and industry best practices
    4. Conduct regular site visits to mentor staff, assess operational conditions, and provide hands on support
    5. Foster a professional, collaborative culture where staff feel supported, accountable, and able to achieve shared goals
  5. Strategic & Organizational Contributions
    1. Make recommendations regarding the BCHA annual plan, long term development activities, capital planning, strategic priorities, and departmental improvements
    2. Attend federal, state, local, and private sector meetings as a representative of BCHA and provide updates on programs and portfolio performance
    3. Support BCHA's commitment to racial equity, inclusion, and anti-racism by embedding equity considerations into policies, operations, and staff development
  6. Additional Responsibilities
    1. Performs related work, as required
    2. May be reassigned during emergency situations

  • 8 (eight) years of combined education and experience in housing or property management related work
INCLUDING
  • 2 (two) years of supervisory experience

PREFERRED QUALIFICATIONS:
  • Bilingual in English and Spanish
    1. Additional compensation will be provided based on the use of bilingual skills.

  • Background in eviction processes or legal compliance
  • Training or experience in restorative or trauma informed leadership
  • 8 years of Property Management experience in affordable and/or market rate housing
  • 2 years of experience supervising site teams of LIHTC properties, Section 8 voucher properties, and/or market-rate rental properties
KNOWLEDGE, SKILLS, & ABILITIES:
  • Expert knowledge of the Fair Housing Act
  • Demonstrated leadership skills using performance incentives and team building strategies
  • Thorough knowledge of management principles, practices, and procedures, including landlord/tenant practices and laws
  • Proven track record of success in management of affordable and subsidized multifamily rental properties; including good record of tenant relations
  • Analysis of complex situations and developing timely solutions
  • Availability and willingness to respond to occasional property emergencies in multiple locations on a 24/7 basis, not including scheduled vacations
  • Proficient with Word, Excel, PowerPoint, Outlook, SharePoint, Dropbox, Microsoft Teams, HMS (Housing Management Systems), Yardi and other required software programs
  • Strong working knowledge of HUD, LIHTC, CHFA, RD, or similar regulatory programs
  • Experience supervising staff, managing performance, and fostering a healthy team culture
  • Excellent communication, conflict resolution, and relationship building skills
  • Ability to interpret regulations, analyze operational systems, and implement improvements
  • Commitment to racial equity, trauma informed practice, and culturally responsive service delivery
  • Serves as the primary leader for all eviction and lease enforcement activities across BCHA's portfolio - this includes directing staff, coordinating with legal counsel, ensuring regulatory compliance, and supporting trauma informed resident engagement throughout all stages of the process
PHYSICAL REQUIREMENTS:
  • On housing sites, may occasionally encounter fumes and/or loud noise
  • This position works equally in an office setting and at housing sites
  • In the office, it is primarily sedentary physical work requiring the ability to lift a maximum of 20 pounds
  • Occasional lifting, carrying, walking, bending over, and standing
  • Frequent hand/eye coordination and finger dexterity to operate personal computer and office equipment
  • Vision for reading, recording and interpreting information
    Speech communication and hearing to maintain communication with employees and customers
  • At housing sites, there may be an occasional need to work in inclement weather
