Budget Analyst

Summary This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare (CM), Contractor Management Group. As a Budget Analyst, GS-0560-13, you will be responsible for the Medicare Administrative Contractor (MAC) budget formulation and execution for the annual CMS Operating Plan. Responsibilities Work independently as a project leader to develop refinements to current cost estimation methodologies that include recurring and nonrecurring expenses. Manage project plans, ensuring timely completion of action items and achievement of critical milestones. Review and evaluate programmatic changes through the change management process to determine the financial/budgetary impact on MAC contract requirements and statement of work. Identify, compile, monitor and analyze MAC cost, budget and workload data in order to detect areas of contractor operation performance that may require corrective action. Provide technical support to staff and applies modeling and statistical techniques to forecast financial and key operational performance metrics. In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Conducting budget formulation, execution, and cost forecasting to support program funding decisions; (2) Using Python to analyze financial and operational data to support budget decisions; (3) Applying qualitative and quantitative methods to assess performance and brief leadership; and (4) Developing statistical analyses (such as predictive modeling, regression modeling) to evaluate health care utilization or business financial data. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment.
