Job Description and Duties

The Housing and Community Development Representative II (HCDR II) is responsible for the day-to-day administration and asset management of the Department of Developmental Services’ (Department) Community Placement Plan (CPP)/Community Resource Development Plan (CRDP) single-family and multifamily housing projects, along with the Department of Developmental Services-Rental (DDS-R) and Department of Developmental Services-Affordable Housing (DDS-AH) programs.
The HCDR II performs analysis on complex and sensitive assignments related to the Department’s housing programs designed for individuals with intellectual and developmental disabilities (IDD). The incumbent independently performs a wide range of housing, economic, and community development functions related to the Department’s housing initiatives and provides recommendations to Community Development Division (CDD) management regarding program compliance, policy implementation and program improvements.
Effective July 1, 2025, State employees are subject to a salary reduction of three percent in exchange for five hours per month of the Personal Leave.You will find additional information about the job in the .
Working Conditions
Under Government Code 14200, this position is a hybrid, in-office/telework position, and may be subject to change. Incumbent can be required to report to the office, or any designated location at any time. Telework agreements can be modified and/or cancelled at any time. All commute expenses to the reporting location will be the responsibility of the selected candidate.
Pursuant to California Government Code requirements, candidates must be residents of the State of California at the time of appointment.
This position requires lawful authorization to work in the United States. The Department does not sponsor employment visas for this position.
Special Requirements
The Statement of Qualifications (SOQ) must be numbered in the same order as the following areas, typed in 12-point Arial font, single spaced, and be no more than two pages in length. Applicants who fail to answer the questions or submit an SOQ may not be considered.
Describe your background, education and experience that would qualify you for this position.
1 . Please describe your experience assessing the long-term viability and programmatic compliance of single-family and multifamily housing projects in an active portfolio. 2. Please describe your experience with reviewing and approving real estate budgets, housing loan documents, title reports, due diligence inspections and reports, operating reserves, replacement reserves, housing insurance, and other types of housing documents.If you are using list eligibility from an on-line exam to qualify for this position, you MUST include with your application any documentation (i.e., copy of transcript, degree, license, etc.) to verify meeting the MQ’s or you may not be considered for the position.
The MQs will be verified prior to interview and/or appointment. If it is determined that an applicant does not meet the MQs of the classification, the applicant may not be considered and withheld from the eligible list.
Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Knowledge of : Computer programs (Outlook, MS Word, MS Excel, PowerPoint, Adobe, One Note); general problems and planning principles in the development of affordable housing; legal housing documentation used in affordable housing development; trends in affordable housing and the developmental disability service system; principles and practices related to public administration, budgetary preparation, and control. Knowledge of affordable housing and economic development trends; principles and practices of public administration, budgetary preparation and control; general underwriting and closing of real estate transactions; knowledge/practices of housing development, economic and community development functions, including pre-development, acquisition, renovation, construction, and funding mechanisms; general problems and planning principles in the development of low-income housing; legal procedures and documents in real property transactions; federal and State laws and regulations pertinent to the financing and development of low- and moderate-income housing.
Ability to : Utilize a variety of analytical, program software, and policy techniques and skills to resolve complex housing issues and concerns; establish and maintain project priorities; analyze situation accurately and take effective and decisive action; develop, collaborate and maintain harmonious relationships with personnel in the field and onsite related to the coordination and development of housing and supports for individuals with IDD.
