ABOUT COLURE HEALTH & THE ROLE Colure Health is a multi-state, remote-first care-management organization, with corporate and People Operations functions anchored in the Sacramento, California area and care-delivery staff working across the U.S. and internationally. As the company grows across jurisdictions, staying ahead of employment law and healthcare-compliance requirements in every state matters as much as clinical quality. The Compliance Specialist owns that multi-state foundation: independently monitoring regulatory change, maintaining the compliance program's documentation and calendar, leading internal audits, and advising People Operations and department leaders on how requirements apply to Colure Health's operations. This role is based in the Sacramento, California area and works core Pacific Time (PT) business hours, with occasional early-morning flexibility to coordinate with Colure Health's Eastern Time (ET)-based care-operations team. The role starts fully remote; Colure Health expects to transition Sacramento-area staff to a hybrid or in-office schedule as it establishes a local office presence. KEY RESPONSIBILITIES
• Own ongoing monitoring of federal, California, and other state employment-law and healthcare-compliance requirements across every U.S. state where Colure Health has employees, contractors, or operations; assess the operational impact of changes and recommend policy or process updates.
• Own and maintain Colure Health's multi-state compliance calendar covering wage-and-hour rules, paid sick/safe leave, final-pay timing, new-hire reporting, mandatory workplace postings, and other state-specific employment obligations.
• Serve as a subject-matter resource on HIPAA and PHI-handling compliance across Colure Health's care-coordination and enrollment operations, including training programs, access controls, risk assessments, and incident investigation and documentation.
• Draft, revise, and maintain employee handbooks, policies, and state-specific addenda so they reflect current multi-state requirements, and shepherd them through review and approval.
• Administer required licenses, certifications, and credentialing for applicable staff and vendors, and own renewal calendars so nothing lapses.
• Lead internal compliance audits and self-assessments end to end; prepare findings, drive corrective-action plans to closure, and report results to Compliance leadership.
• Partner with People Operations, Legal, and department leaders to design and roll out new compliance policies and required training (HIPAA, harassment prevention, wage-and-hour, and similar topics), and track completion to full coverage.
• Maintain organized, audit-ready compliance records, including policies, training completions, incident reports, and regulatory correspondence, and improve the systems that hold them.
• Advise employees and managers on day-to-day compliance questions and interpret requirements for their situations, escalating complex or ambiguous legal issues to the Director of Compliance or outside counsel.
• Lead new-state employer registrations and onboarding requirements as Colure Health expands its U.S. remote workforce footprint, coordinating across Finance, Payroll, and People Operations.
• Track regulatory deadlines, filings, and renewals across jurisdictions and keep leadership informed of upcoming obligations and emerging risk.
• Build and report on compliance metrics - training completion, audit findings, deadline adherence - and use them to identify recurring gaps and recommend fixes.
• Mentor junior compliance and People Operations staff on documentation standards, research methods, and escalation practices. REQUIRED QUALIFICATIONS
• Bachelor's degree in human resources, business, legal studies, healthcare administration, or a related field, or equivalent practical compliance experience.
• 3-5 years of progressive experience in HR compliance, employment-law support, healthcare compliance, or a closely related role, including independent ownership of compliance processes or programs.
• Demonstrated fluency across multiple U.S. state employment-law frameworks, with a track record of independently researching and applying jurisdiction-specific requirements; this role requires genuine multi-state compliance depth, not single-state experience.
• Strong attention to detail and organizational skills; comfortable maintaining accurate, audit-ready records.
• Working knowledge of HIPAA and PHI-handling requirements, including privacy and security rule application in an operational setting.
• Strong written communication skills, with experience drafting policies, procedures, audit findings, and guidance for non-specialist audiences.
• Proficient with standard office/productivity software (Google Workspace or Microsoft 365) and experienced with HRIS and compliance-tracking systems.
• Able to handle confidential employee, patient, and regulatory information with discretion.
• Sound judgment about what can be resolved independently and what must be escalated to Compliance leadership or counsel.
• Based in, or willing to be based in, the Sacramento, California area, with availability for core Pacific Time business hours.
• Able to pass a background check. PREFERRED QUALIFICATIONS
• Experience building or scaling a compliance program for a multi-state or remote-first employer.
• Experience in healthcare, health-tech, or care-management compliance specifically.
• Hands-on administration of HRIS or compliance-tracking platforms, such as Rippling.
• CHC, CHPC, SHRM-CP/SCP, PHR/SPHR, paralegal training, or similar compliance certification.
• Experience preparing for or supporting external audits, regulatory inquiries, or payer/accreditation reviews. WHAT SUCCESS LOOKS LIKE

• Zero missed regulatory deadlines or lapsed licenses/credentials.
