Architectural Historian 1-2

This is a full-time position located at the Capitol Annex Building in Baton Rouge, LA. This position serves as the initial point of contact for the Section 106 review process in the Division of Historic Preservation. This position also serves of the Division of Historic Preservation's comprehensive statewide survey program manager by entering data into and managing the Louisiana Cultural Resources Map database. Applicants must be familiar with the Secretary of the Interior's Standards for Rehabilitation and the Section 106 Review process. A bachelor’s degree in architecture, architectural history, a humanities field, historic preservation, cultural resource management, or museum studies. Job Duties Works with federal agencies who may submit requests for federal licenses, permits, or funding to assess impacts. Provides comments on whether impacted properties may be eligible for or are listed in the National Register of Historic Places by applying federal regulations. Conducts light research to support determination of eligibility or non-eligibility or a resource. May conduct site visits to assess the condition of historic properties. Offers comments on project reviews by determining if a project will have an adverse effect on a historic property using the federal regulations on adverse effects. Participates in consultation meetings with federal agencies and project representatives to help advance the Section 106 review process. Provides comments during the Section 106 consultation process, which may include developing written agreement documents make an adverse effect determination. Conducts public education presentation statewide to build an understanding of the Section 106 review process. Updates DHP website regarding program requirements and guidelines. Reviews Section 106 Phased Survey Reports and Due Diligence reports and provides written accurate responses. Works directly with Archaeology staff to ensure all reviews are complete and response letters are accurate. Serves as backup to the ER Tracking Database. Seeks out training annually on the Section 106 review process to build and maintain knowledge. Assists Archaeology with updates to Field Standards and Report Standards. Maintains the Louisiana Cultural Resources Map database, a publicly accessible database that contains information about above-ground resources that are 50+ years of age, that serves all programs managed by DHP and is highly utilized by cultural resource management firms during the Section 106 review process. Issues unique resource ID numbers via the DHP database spreadsheets before Louisiana Historic Resource Inventory (LHRI) forms may be added to the Map via GIS. Incorporates updated LHRI forms into the existing database and offers guidance to staff/constituents to ensure LHRI forms are acceptable. Uses GIS to map points in the database and correct misplotted points. Updates existing maps and creates new maps. Supports other staff who create maps and works with students workers to update the GIS mapping database. Assists with surveys associated with other programs within DHP/OCD. Updates DHP website regarding photo requirements, LHRI form requirements, and survey guidelines. Schedule trainings annually on the ArcGIS or applicable process to build and maintain knowledge. Maintains an up-to-date internal procedural guide for the LHRI survey process and GIS mapping for DHP. When requested, assists the Director of HP with requests for Certificates of Appropriateness for state-owned buildings in Baton Rouge, per state law. Provides accurate and timely responses for special activities and reports, including LaPAS and NCSHPO Preservation Week. Performs other related duties and assignments as requested by Director of HP, Deputy Assistant Secretary of OCD, Assistant Secretary of OCD, and Office of the Lieutenant Governor. Position Specific Details Location: Capitol Annex Building in Baton Rouge, LA Appointment Type: Probational, Promotion, or Detail to Special Duty Career Progression: This position may be filled as an Architectural Historian 1 or 2. As part of a Career Progression Group, vacancies may be filled based on the qualifications of the selected applicant. Work Schedule: This is a full-time position that reports in-office. Position will work a schedule of 40 hours/week, which can include evenings, holidays, weekends, and/or overtime as needed. Travel: This position may be required to travel to locations around the state as part of the job duties. Compensation: Compensation offered will be dependent on level of experience and certification, so please be sure to include all education and work experience for consideration. No Civil Service test score is required in order to be considered for this vacancy.
