Environmental Programs Specialist

Job Summary

We are seeking an Environmental Programs Specialist for a contract opportunity in Campbell, CA, supporting environmental initiatives within the government and public sector. This role is ideal for a detail-oriented environmental professional who enjoys program coordination, public outreach, policy research, data analysis, and cross-functional collaboration.

The Environmental Programs Specialist will help plan, implement, monitor, and improve programs related to sustainability, recycling, stormwater compliance, waste management, air quality, permitting, compliance, and enforcement. Key Responsibilities

- Coordinate and support environmental programs related to sustainability, recycling, stormwater compliance, waste management, air quality, permitting, compliance, and enforcement.
- Collect, analyze, and report environmental program data using statistical methods, research, surveys, studies, and technical documentation.
- Develop written reports, plans, presentations, outreach materials, policy recommendations, and public education resources.
- Serve as a point of contact for public inquiries, community outreach, interagency coordination, and stakeholder communication.
- Support grant research, submittals, awarded program implementation, budget tracking, consultant coordination, and contractor management.
- Review legislation and regulatory issues, recommend appropriate actions, and help ensure compliance with local, state, and federal environmental requirements.

Required Qualifications and Skills

- Manage environmental program implementation, reporting, outreach, and compliance activities.
- Support recycling, waste management, sustainability, stormwater, air quality, permitting, and enforcement initiatives.
- Prepare technical reports, public presentations, policy recommendations, grant materials, and program documentation.
- Coordinate with public agencies, internal teams, consultants, contractors, community groups, and the general public.

- Bachelor's degree or equivalent education in Environmental Studies, Public Administration, or a related field.
- At least 2 years of increasingly responsible experience in environmental program development, coordination, or implementation.
- Knowledge of environmental science, sustainability, recycling, stormwater, waste management, air quality, permitting, compliance, and enforcement practices.
- Understanding of local, state, and federal environmental laws, rules, regulations, policies, and procedures.
- Ability to analyze data, interpret technical information, evaluate program performance, and prepare clear technical reports.
- Strong written and verbal communication skills, including public speaking, customer service, professional correspondence, and presentation development.
- Proficiency with standard office equipment, computer applications, record-keeping, budgeting support, and documentation.
- Ability to work independently and collaboratively while using sound judgment, tact, initiative, and professionalism.

Preferred Qualifications

- 3-5 years of experience in environmental programs, public sector program management, regulatory compliance, or community sustainability initiatives.
- Experience presenting to councils, commissions, advisory groups, public agencies, schools, businesses, or community organizations.
- Experience managing recycling programs, landfill diversion efforts, environmental grants, consultants, contractors, or program budgets.
- Familiarity with legislative tracking, regulatory analysis, policy development, and environmental public education campaigns.
