Job Description and Duties

Under the direction of the Chief, Office of Airports, Senior Aviation Safety Officer, acting independently or in a lead capacity, the Aviation Safety Officer II performs aviation safety and permit compliance functions that implement the State Aeronautics Act. The position has a regulatory role in enforcing State aeronautics laws and regulations. The Aviation Safety Officer II provides technical expertise to local agencies and airport/heliport owners/operators in the development, planning and effective operation of aeronautical facilities.

Working Conditions

Position located at 1120 N St , Sacramento County.

Multiple positions may be filled from this recruitment.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

While at their base of operation, employees will work in a climate-controlled office under artificial light. However, due to periodic problems with the heating and air conditioning, the building temperature may fluctuate. Frequent travel is required in the conduct of assigned duties. This may include frequent overnight stays at locations away from the local area. Travel may include acting as Pilot-In-Command of Department aircraft or rental aircraft or as Remote-Pilot-in-Command of Department Unmanned Aircraft Systems. Overtime may be required.

Special Requirements

• Possession of a valid driver’s license is required when operating a state owned or leased vehicle.

• A Commercial Pilot's certificate with a fixed-wing airplane and instrument rating is required.
  

• Statement of Qualifications (SOQ) is required. Failure to submit a Statement of Qualifications will disqualify candidates from the hiring process. 

The Statement of Qualifications (SOQ) serves as documentation of each applicant’s ability to present information clearly and concisely in writing. Please follow the instructions below; failure to include and complete the SOQ as instructed may result in the SOQ not being considered and in disqualification from the interview. Each question must be numbered and addressed in the same order as the questions below. The SOQ must be typed, no more than two pages in length, and 12-point Arial font.

1. Please describe your experience interpreting and enforcing regulations such as Federal Aviation Administration (FAA) regulations or company rules and policies.

2. Please outline your experience working on a project as part of a collaborative team, comprised of internal and external partners. Describe goals, conflict resolution methods, and outcomes of the project.

3. Please describe an experience in which you provided technical advice to external stakeholders on a complex issue, the communication methods used, and the outcomes achieved from it.

4. Please describe your recent flight experience (5 years).

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

The ability to logically organize and present positions, identify problems, and formulate recommendations. Knowledge of federal airport and heliport regulations, of Advisory Circulars, and of State laws and regulations related to airport and heliport permits, standards, and operations. The ability to work independently and in the field with a minimum of supervision, and to form and maintain cooperative working relationships with staff at the federal, State, and local level. The ability to remain tactful and diplomatic in dealing with others. The ability to speak before public gatherings, effectively present the Department's position, and provide understandable technical information. Must possess a Federal Aviation Administration commercial pilot's certificate with

airplane and instrument ratings. Knowledge of and the ability to comply with applicable Federal Aviation Regulations, standards, manuals, handbooks, and procedures to operate State owned, leased, or rented aircraft on State business. Have experience in airport operations, management, planning, or development, including related work in a Federal Aviation Administration or State aeronautics position; or as a Commissioned Officer in the U.S. Armed Forces, with experience in the aforementioned areas; or as a chief pilot or operations manager of a flight department. Knowledge of math to solve basic surveying and engineering problems, including trigonometry, geometry, and algebra, and of airport land use laws and issues. The ability to read and interpret engineering and planning documents including drawings, plans, specifications, contracts, design standards, maps, legal documents, and notes. Proficiency in using personal computers, including word processing, spreadsheet, database, and automated design software.
