Florida PALM Project Lead Developer Background: As a result of the Department's efforts to re-engineer and modernize core financial systems, there has been over 1,500 computing assets identified as performing some level of financial planning, analysis, and management functionality that are impacted by the State of Florida's accounting system. The Florida Planning, Accounting, and Ledger Management (PALM) project is a multiyear endeavor to replace the State of Florida's accounting and cash management systems with a modern financial management solution. The Florida PALM Project is targeted to replace Central, Payroll, and Departmental FLAIR functionality, with go-live scheduled for January 6, 2026. The 1,500+ computing assets are comprised of interfaces, enterprise applications, databases, automated processes, and reporting programs that will require remediation due to: Adoption of the Florida PALM Standardized Business Process Model Transition to the Florida PALM Chart of Accounts values Replacement of Central, Payroll and Departmental FLAIR functionality Redevelopment of agency incoming and outgoing interfaces to the statewide accounting system Implementation of Information Warehouse data to support agency specific reporting requirements The computing asset modifications to complete the PALM System Transition (FPST) will take place over the course of two years in alignment with the Florida PALM Project scheduled timeline. To prepare for the transition to Florida PALM, the agency is seeking a resource knowledgeable in C#/.NET to lead the effort of updating our financial.NET web applications..NET has been used copiously by the department to develop reports, interfaces, and applications. It is important we find a resource capable of analyzing these programs and documenting their specifications. Education Bachelor’s degree in Computer Science, Information Systems, or another related technical field, or equivalent work experience. Experience 5+ years as a lead developer. 8+ years of broad experience working with development technologies including Microsoft.NET (C#), ASP.NET/MVC, WCF/WebAPI, SQL Server, JavaScript frameworks (Angular, Knockout, etc.), REST, XML, JSON, HTML, and CSS. Candidates with resumes reflecting experience working with financial applications and/or converting legacy (DB2, COBOL, CA-GEN, FOCUS, etc.) to modern technology will be given preference. Primary Job Duties/Tasks The submitted candidate must be able to perform the following duties and/or tasks. Duties of the selected candidate will include, but not be limited to: Monitor service desk tickets, as well as and incoming requests, and resolve issues as assigned. Perform advanced troubleshooting to determine root cause of problems and issues. Identify, analyze, and resolve problems and issues using troubleshooting tools and techniques, coordinating with team members as needed. Research, document, and understand business processes and technical assets, as well as their inter-relationships. Provide high level of customer service by providing status and information to the customer. Assist customers with development of business cases. Perform application testing; fully unit test all solutions prior to User Acceptance Testing and implementation. Work as a senior developer on various cross-functional application projects, ensuring that robust and scalable solutions are implemented. Collaborate with other team members and Subject Matter Experts to ensure solutions are implemented according to customer requirements. Responsible for full lifecycle application development. Ensures code is written to implement the architecture and design such that it meets standards in terms of code quality and efficiency. Initiate, drive, and deliver effective experiences in partnership with distributed cross-functional teams to ensure all aspects of the architectural vision are communicated, supported, and delivered to the highest standards; align development initiatives with Department development vision, strategy, and deployment. Skill in architecting and deploying high volume, high transaction based, distributed, and critical web applications. Skill with Relational Database Management Systems (RDBMS) including DB2 and SQL Server. Skilled in verbal and written communication, interpersonal, conflict resolution, and customer service. Ability to work effectively in a fast-paced, high volume, deadline-driven environment. Ability to balance multiple demands and work both independently and as part of a team. Preferred KSAs: Knowledge of Agile Project Management methodologies and the SCURM Framework. Knowledge of legacy technology such as mainframe and Cobol. Knowledge of financial systems such as ERP. Basic knowledge of common financial statements and generally accepted accounting principles.
