Duties

Help

• You will perform analytical, planning, evaluative, and resource analysis for the command, its mission and its civilian personnel programs.
• You will be responsible for the development, maintenance, and distribution of the commands actual gains and losses report upon receipt of bi-weekly WSS onboard to include employee report data.
• You will serve as a primary or back-up POC for responsibilities related to the PA Coordinator roles in ERP.
• You will develop, create, and prepare management and manpower reports; review, evaluate, and recommend the approval or disapproval of manpower changes.

Qualifications

GS-11

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector in manpower and position management. Specialized experience must demonstrate the following: 1) Participating in all phases of analytical, planning, evaluative, and resource analysis for the Command, its mission and its civilian personnel programs. 2) Responsible for creating and maintaining internal controls which include, but is not limited to, developing and maintaining personnel action tracking/correspondence files, financial verification documentation, and other supporting documentation to satisfy a detailed NAVSUP Inspector General (IG) audit. 3) Participating in the full lifecycle manpower management of requests for personnel actions including promotions, reassignments, resignations, retirements and demonstrates knowledge of manpower systems, guidelines, and policies. 4) Applying interpersonal skills to build cooperative working relationships, resolve inquiries or disagreements, and address customer service challenges tactfully.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector in manpower and position management. Specialized experience must demonstrate the following: 1) Assisting with analytical, planning, evaluative, and resource reviews in support of command missions and civilian personnel programs. 2) Developing and maintaining internal control records, including personnel action tracking logs, correspondence files, and financial verification documentation to support audit readiness and compliance reviews (such as NAVSUP IG audits). 3) Tracking and processing Requests for Personnel Action (RPAs) throughout their lifecycle (e.g., promotions, reassignments, resignations, and retirements) while applying standard manpower systems, policies, and guidelines. 4) Applying interpersonal skills to build cooperative working relationships, resolve routine stakeholder inquiries or disagreements, and address customer service challenges tactfully.

Successful completion of a Ph.D. or equivalent doctoral degree

OR

Successful completion of three full years of progressively higher-level graduate education leading to such a degree.

OR

Possession of an LL.M. that is related to this position being filled.

OR

A combination of experience and graduate education as described above that equates to one year of experience

Education Substitution for Experience at the GS-09 Level:

master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

or

LL.B. or J.D., if related
