The primary purpose of this position is to serve as a Air Force Installation & Mission Support Center (AFIMSC) Detachment 8 Fire and Emergency (FES) Program Specialist, analyzing policy and guidance, program evaluation, resource allocation, planning, programing, and budgeting in support of Air Combat Command, ACC installations, and missions nation wide. Responsibilities This position is temporary and has a Not-to-Exceed date. However, this position may be extended to the fullest legally allowable period without further competition. The appointment may also end early due to lack of work or funds. The ideal candidate for this position is a highly experienced and knowledgeable professional with a comprehensive understanding of Fire and Emergency Services (FES) programs, particularly within the framework of the Air Force and Department of Defense. This individual must possess expert-level analytical and evaluative skills to assess program effectiveness, recommend improvements, and resolve complex issues. The candidate should have a strong background in federal laws, regulations, and policies governing FES, combined with the ability to develop and implement strategic plans. Essential skills include exceptional written and oral communication for briefing high-level management, negotiating complex issues, and fostering collaboration across various agencies. Mandatory certifications include DoD Fire Officer IV, Fire Instructor II, and Fire Inspector II. Experience at the Air Staff, MAJCOM, or equivalent levels is highly desirable. 1. Program Administrator and Subject Matter Expert MAJCOM wide for Fire and Emergency Emergency Services. Manages the end to end processes for Fire and Emergency Services for AFIMCS Detachment 8 across ACC installations. Provide Strategic planning and technical guidance as well as seasoned consultative advisory services throughout the MAJCOM, including other specialists in ACC on the effective use of programs to support goals and objectives. 2. Integrates MAJCOM FES program. Serves as liaison and assists in providing technical consultation, guidance, and advisory services to internal and external to ACC, the DAF, and DOD. 3. Conducts and/or leads studies and/or initiatives to improve programs and/or influence policy changes for assigned functional areas that typically involve long-range, highly complex, and often sensitive topics. Prepares and oversees preparations of instructions, manuals, and other materials designed to improve effectiveness of operations and programs. 4. Provide advisory services to managers, supervisors, employees on Fire and Emergency services programs. Communicates with heads of organizational elements to negotiate, decide on, schedule, and coordinate supporting services and resources provided through a matrix organization. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions . SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes conduct and/or lead studies to improve programs and/or influence policy changes for assigned functional areas that typically involve long range-highly complex and often sensitive topics. Provide advisory services to managers, supervisors, and employees on Fire and Emergency services programs. Resolve problems and issue guidance to prevent recurrence of problems. Develop, compile, and analyze reports and charts for management identifying current statuses, potential deficiencies, and problems and develop a variety of correspondence and documentations (e.g. formal letters, reports, responses to congressional inquires and/or briefings) NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of federal laws, executive orders, regulations, policies, directives, principles, and practices governing to administer a MAJCOM wide Fire and Emergency Services Program. Knowledge at an expert level of analytical and evaluative methods, including a wide range of qualitative and quantitative techniques, plus a thorough understanding of how regulatory personnel/manpower/services programs are administered to measure compliance, assess effectiveness, identify deficiencies, analyze trends, and make recommendations for enhancements and improve of programs and the resolution of problems. Knowledge of policies, procedures, methods, and publicity techniques of business operations to develop, revise, and advise on programs to meet goals and objectives within available resources, including knowledge of the Planning, Programming, and Budgetary Systems (PPBS). Knowledge of organizational structures, missions, objectives, operating programs, key positions, and administrative policies, and procedures across the Air Force to conduct studies, which are frequently ad hoc team efforts, to identify, consider, and recommend options for the resolution of substantive organizational and program issues or complex problems not susceptible to treatment by standard methods. Skill in justifying, defending, and recommending decisions on an end to end program within a matrix organization. Skill in communicating, both orally and in writing to provide a seasoned consulting to operating managers and other specialists; negotiate complex, controversial issues; provide informational briefings to include options and recommendations to high level management; and establish and maintain effective and positive working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
