The Team You'll Work With: The Mayor's Office of Immigrant Affairs (MOIA) was established in 1984 and incorporated into the New York City Charter in 2001 to promote the economic, civic, and social integration of immigrant New Yorkers, expand access to justice, and advance policies that strengthen immigrant communities across the city. MOIA serves as a bridge between city government and immigrant communities by advising on and supporting the development and implementation of policies and programs that improve access to services for immigrant New Yorkers and speakers of other languages. The office partners with City agencies and community organizations to strengthen language access, expand equitable access to services, and advance initiatives that support immigrant communities citywide. To learn more, visit: The Problems You'll Solve: The Director of Programs plays a central role in overseeing the design, implementation, and management of MOIA's programmatic work. This role ensures that programs serving immigrant New Yorkers are effectively delivered, responsive to community needs, and aligned with agency priorities. Reporting to the Deputy Commissioner for Policy, Programs, and Economic Justice, the Director of Programs leads a team responsible for managing a portfolio of programs and initiatives that support immigrant communities across New York City. This includes overseeing program implementation, managing partnerships with community-based organizations and service providers, and ensuring that programs are coordinated across City agencies. Working across MOIA teams and with City partners, the Director ensures that programmatic efforts are aligned with broader policy priorities and informed by community engagement. The role also helps identify opportunities to strengthen programs, expand access, and improve service delivery.

Key Responsibilities:

• Program Leadership and Management:
• Oversee the day-to-day management and implementation of MOIA's program portfolio.
• Ensure programs are delivered effectively, on time, and in alignment with agency goals.
• Provide strategic direction to strengthen program design, delivery, and impact.
• Staff Leadership and Development:
• Supervise and support program staff, including Associate Directors and Program Managers.
• Foster a collaborative and accountable team environment focused on results.
• Provide guidance on program implementation, problem-solving, and performance management.
• Partnerships and External Coordination:
• Manage relationships with community-based organizations, service providers, and external partners.
• Coordinate with City agencies to support program implementation and service delivery.
• Identify opportunities to strengthen partnerships and expand program reach.
• Program Strategy and Performance:
• Monitor program performance and track progress toward goals and deliverables.
• Analyze program data and feedback to inform improvements and strategic adjustments.
• Identify gaps in services and recommend new or expanded programmatic approaches.
• Cross-Team Coordination:
• Work closely with policy, communications, and community engagement teams to ensure alignment across initiatives.
• Support the integration of programmatic work with broader agency priorities.
• Compliance and Operations:
• Oversee program-related procurement, contracts, and budget coordination in partnership with internal teams.
• Ensure compliance with City requirements and program guidelines.
• Flexibility and Additional Duties:
• Undertake additional projects and responsibilities as needed to meet evolving organizational priorities.
• Support agency-wide initiatives and special projects as required.

About You: The ideal candidate is an experienced program leader with a strong track record of managing complex initiatives in government, nonprofit, or public service settings. The successful candidate will have demonstrated experience overseeing programs, managing teams, and working with community-based organizations and public sector partners. They will be a strong manager and strategic thinker with the ability to translate priorities into effective program implementation while maintaining a focus on impact and service delivery.

Minimum Qualifications:

- Bachelor's degree required. - 7+ years of relevant experience in program management, public service, nonprofit leadership, or a related field.

Preferred Skills:

- You have experience managing staff and overseeing complex programs. - You have experience working in or with government agencies.

Residency Requirement:

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
