SALARY: $89,398.40 Annually

Bachelor's degree in personnel administration, business administration, public administration, social services, or a related field, and five years of progressively responsible experience in equal opportunity with at least two years in a supervisory capacity, and experience responding to state and federal agencies on charges of discrimination; or any equivalent combination of related training and experience.

Successful completion of a pre-employment drug screen and successful completion of all applicable background checks, pre-hire and ongoing, are required.

Position Summary:

This is highly responsible administrative and managerial work directing and supervising the activities of the Equal Opportunity Office.

An employee assigned to this classification is responsible for supervising operational activities, including equal opportunity programs, promoting fair employment practices, ensuring equal access for individuals with disabilities to County programs and services, administrating the Human Rights and Wage Recovery Ordinances, overseeing a comprehensive complaint resolution process, other equal opportunity matters, including organizational compliance with civil rights laws and federal reporting requirements, and monitoring of the County's hiring and selection process.

Work is performed under the general direction of a higher-level supervisor and is reviewed through conferences, reports, and observation of results obtained.

This is an emergency essential classification. Upon declaration of a disaster and/or emergency, all employees in this classification are required to work.

Advocates building organizational culture through aligning decisions with the County's core values.

Directs and supervises programs and the work of staff responsible for all aspects of investigating internal and external complaints of discrimination, conciliating wage theft complaints, ensuring that County programs, services and activities are accessible to people with disabilities and individuals with language barriers, conducting staff training on equal opportunity matters, overseeing equal opportunity citizen advisory boards, monitoring of the County's hiring, selection, and appointment process; and conducting public education and outreach. 

Ensures alignment with the values, vision, and mission of the Board of County Commissioners and works closely with the leadership team and human resources to provide guidance in support of equal opportunity compliance.

Recommends strategic goals by gathering pertinent federal information, identifying and evaluating trends, choosing a course of action, defining objectives, and evaluating outcomes.

Prepares and submits Federal Workforce reports.

Continually identifies barriers and develops strategies and initiatives to address them.

Consults with department heads to evaluate and monitor equal opportunity needs.

Assists departments in the administration of equal opportunity and complaint procedures.

Consults with public and private agencies and organizations to develop policies and proposals for new equal opportunity programs and systems.

Holds hearings and develops recommendations in response to information obtained.

Formulates equal opportunity policies and operating procedures.

Serves as liaison to federal and state agencies in the investigation of complaints of discrimination.

Coordinates the County's compliance with the Americans with Disabilities Act (ADA).

Supervises and coordinates the activities of subordinate supervisors and employees including determining work procedures and schedules; issuing instructions and assigning duties; reviewing work; recommending personnel actions; conducting performance reviews; and conducting departmental training and orientation.

Performs the duties listed, as well as those assigned, with professionalism and a sense of urgency.

KNOWLEDGE, SKILLS AND ABILITIES

Thorough knowledge of the principles and practices of all aspects of equal opportunity laws and regulations and equal access.

Thorough knowledge of federal, state, and local civil rights laws, and investigation procedures and techniques.

Thorough knowledge of the Americans with Disabilities Act, specifically Titles I-II.

Thorough knowledge of the Fair Housing Act.

Considerable knowledge of the purpose and scope of the program areas within the Equal Opportunity Office.

Considerable knowledge of the techniques and practices in personnel administration, including recruitment, testing, and training.

Ability to effectively supervise and coordinate the activities of subordinate supervisors and employees.

Ability to research and collect data in order to make sound recommendations for program policies and procedures.

Ability to effectively express ideas, both in written and verbal communications, including public speaking.

Ability to establish and maintain effective working relationships with co-workers, department directors, constitutional officers, and the general public.

Ability to deal effectively with members of the Board of County Commissioners, agency heads of federal, state, and local governments, the media and discuss equal opportunity policies and procedures.
