Public Health – Seattle & King County (PHSKC) works to protect and improve the health and well-being of all people in Seattle and King County, with a major focus on eliminating inequities in social and health outcomes. The Health Sciences Division provides fiscal, grants, and contracts oversight for a broad portfolio of public health programs, including restricted, settlement-funded work. The Finance and Administrative Services team within the Division manages budget strategy, grants and contracts compliance, and fiscal monitoring across a large community-partner contract portfolio. This is a high-impact, hands‑on fiscal monitoring role with clear deliverables and direct exposure to grants and contracts compliance across a multi-million-dollar, settlement‑funded portfolio. The successful candidate will help build the Division’s fiscal site visit and monitoring infrastructure from the ground up, work directly with community‑based partners, and deepen their expertise in federal Uniform Guidance (2 CFR 200) and public sector fiscal compliance. The Health Sciences Division is seeking a Business and Finance Officer III to serve as a fiscal monitoring subject‑matter expert, building and executing the Division’s fiscal site visit program across a large backlog of community‑partner contracts. Working independently under general direction, the incumbent will conduct fiscal site visits, review invoices and supporting documentation for allowability and compliance, prepare results letters and follow‑up tracking, and present findings and documentation requirements to community partners and in‑division program/project managers. This is a Term‑Limited Temporary (TLT) position expected to last no longer than nine months (through July 31, 2027). This position has no supervisory responsibility. Temporary Opportunity. Review invoices and supporting documentation to determine allowability, allocability, and compliance with contract terms, funder requirements, and federal Uniform Guidance (2 CFR 200). Prepare fiscal monitoring results letters documenting findings, missing or insufficient supporting documentation, and required corrective actions; maintain follow‑up tracking through resolution. Develop and deliver presentations to community partners and in‑division program/project managers to communicate documentation requirements, findings, and expectations. Build and maintain fiscal site visit and monitoring infrastructure — tools, templates, trackers, and standard operating procedures — to support consistent, division‑wide monitoring. Run, compile, and analyze financial and expenditure reports from County financial systems to support monitoring, reconciliation, and ad hoc analysis. Interpret and apply federal, state, and local fiscal requirements, County policies, and internal fiscal standards; provide authoritative technical guidance to program staff and partners. Provide ad‑hoc fiscal and analytical support to the Finance and Administrative Services Manager and team, working independently to research issues and recommend solutions. Serve as a responsive, service‑oriented resource to internal and external customers, delivering clear and professional communication. Perform other duties as assigned. Required: Three (3) years of professional experience in fiscal/financial analysis, grants or contracts fiscal management, auditing, or fiscal monitoring, including review of expenditures and supporting documentation. Demonstrated ability to interpret and apply funder requirements, contract terms, and fiscal compliance standards. Demonstrated ability to gather, analyze, and communicate financial data to both technical and non‑technical audiences, orally and in writing. Demonstrated ability to prepare written findings, correspondence, and reports with a high degree of accuracy and attention to detail. Demonstrated ability to develop and deliver presentations to internal and external audiences. Demonstrated ability to work independently, manage multiple priorities, and meet deadlines in a dynamic environment. Strong customer service and interpersonal skills, including the ability to maintain professional, collaborative relationships with community partners and internal program staff. Proficiency with Microsoft Office (especially Excel) and comfort learning and working within financial information systems. Desired: Bachelor’s degree in Accounting, Finance, Business, or a related field. Knowledge of federal Uniform Guidance (2 CFR 200) and grants/contracts fiscal compliance. Experience conducting fiscal site visits or fiscal monitoring of subrecipients/contractors. Experience in government, public health, or non‑profit fund accounting.
