Northrop Grumman Defense Systems is currently seeking a Technical Baseline Engineering Department Manager 3 to join our Engineering team within Strategic Deterrent Systems (SDS) Division at the Roy, UT facility.

The selected candidate will be responsible for leading and managing the Technical Baseline, Training, and Tech Data (T3) Department within the Systems Engineering organization and will report directly to the SDS Systems Engineering Director. This position may offer relocation assistance.

• Set operating objectives and provide mentorship to Functional Home Room (FHR) Section Managers (SMs) based on Engineering goals, objectives, and company policy

• Provide oversight and assistance to multiple business areas within the division portfolio (Launch Systems, Command Systems, Flight Systems, and ICBM Sustainment)

• Provide the people, skills, and processes for successful achievement of program goals

• Be responsible for managing planning, risk, project performance, schedule, technical quality, and addressing technical or operational problems when necessary

• Assist engineers and program staff to develop and maintain talent within the organization

• Have frequent contact with equivalent level managers and programs to maintain and exceed health and performance for all programs

As the T3 Department Manager, you will lead a team ranging across one or more of the following engineering disciplines: Configuration Analysts, Project Change Engineers, Technical Writers, Instructional design engineers, and graphic artists.

Essential Functions

• Excellent communication, mentoring, interpersonal skills, and the ability to collaborate with senior management, peers, and employees

• Provides ownership for the people, processes, and tools that support business areas and programs in achieving their missions

• Accountability for recruiting, staffing, and retaining talent to deliver on the objectives

• Supporting proposal work, independent technical reviews, program standup and audits, and special assignments on an as needed basis

• Owning and leading improvements across employee engagement, hiring, development, training, attraction, and retention of top talent

• Mentor, develop, and train your section managers, and overall employee base

• Review and analyze released engineering change data and coordinate changes with engineering, quality, support, manufacturing, and engineering data control activities

This positions standard work schedule is a 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off. This position may offer relocation assistance.

You'll Bring these Qualifications:

• Bachelor’s Degree in STEM (Science, Technology, Engineering or

Mathematics) with at least 8 years of related experience, or Master’s and 6 years’ of experience.

• Must be a U.S. citizen with an active U.S. Government Secret security clearance at time of application, current and within scope (< 6 yrs), with an ability to obtain and maintain SAP approval within a reasonable period, as determined by the company to meet its business need.

• Experience with configuration management tools; Team Center, Sharepoint, MES, JIRA, SAP, Doors, and Cameo.

• Experience with Configuration Management fundamentals to include the 5-pillars of configuration management (ex: experience with any of these: ASME Y14, MIL-HDBK-61, SAE GEIA-859, SAE EIA-649-1, and GEIA-HB-649).

These Qualifications Would be Nice to Have:

• Knowledge of technical manual specifications; MIL-STD-38784, MIL-STD-40051, MIL-STD-3008.

• Minimum of 3 years in a formal lead/management position

• Knowledge of training evaluations requirements such as Kirkpatrick 4-levels of evaluation or Phillips 5-levels of evaluation.

• Complex process development, program planning documentation

Demonstrated ability to develop configuration management strategy and processes that multiple programs can execute in. Ensure compliance to EIA-364 and relevant MIL-Standards, as well as ensuring predictable performance and rapid recovery from escapes.

• Demonstrated success leading teams and/or organizations within a Dept of War (DoW) program environment to include Engineering, Manufacturing, and Design (EMD) and Production.

• Develop the vision and metrics to define configuration management performance across the division. Develop and execute a strategy for world-class configuration management.

• Strong user of PLM tools such as Teamcenter, Windchill etc

• Proven strength in proactive, accountable leadership: decomposing CM issues into clear workstreams with named owners, timelines, and regular status; driving rigorous RCCAs to true closure (not box-checking); leveraging CM data for analytics/automation and program visibility; and ensuring CM processes and tools can support the speed and scale of major programs.

• Strong people and stakeholder leadership across the CM ecosystem: actively engaging peers, and program leadership to understand and actively contribute to the CM plan; setting and enforcing clear performance expectations; and coaching/developing CM staff while visibly addressing persistent performance issues to raise overall CM execution quality.

Primary Level Salary Range: $151,500.00 - $227,300.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
