Home Manager

Home Managers are responsible for day to day management of the facilities assigned (including but not limited to, the overall health, safety, development and supervision of staff and residents). Managers will create relationships with individuals supported and develop and/or implement individual service plans using creative and thoughtful techniques. Managers are responsible for working with their assigned team to ensure that the requirements of the plan are met and maintained. A house manager will be able to work independently supervising all functions of the residential home (supervision of individuals supported and staff). You will maintain group home facilities and perform administrative duties, transport individuals, and perform other duties as assigned.

ESSENTIAL DUTIES AND RESPONSIBILITIES (include the following. Other duties may be assigned.)

ECHNICAL/CLINICAL DUTIES AND RESPONSIBILITIES

1. Record keeping
• Maintain staff records relating to time, attendance, level of performance, specific deficiencies, counseling and discipline sessions, and training.
• Ensure that Staff Accident Forms are completed accurately and submitted on time.
• Maintain the Staff Data Base for all required trainings.


2. Maintain residence and equipment
• In conjunction with the Agency Maintenance Department and netfacilities.com, assure that the home is well maintained and in good repair.
• Assure that agency vehicles are well maintained, clean, and with appropriate documents.
• Coordinate transportation/vehicle use to maximize efficient use of vehicles and staff.
• Complete at least two Environmental Assessments monthly as required, four per month if score below 90%. Make adjustments to maintain continuous improvement on scores.
• Maintain the emergency food and water supply.
• Maintain adequate stock of food, household and cleaning supplies.

PERFORMANCE FACTORS

1. Accountability
• Periodically meet with and counsel staff about performance, program, personnel, and/or training issues.
• Complete employee performance appraisals.
• Complete monthly Program System Reviews for all DSPs, Shift Coordinators and/or Assistant Home Managers assigned to the home. Review results and, if needed, assist staff to improve performance.
• Respond to program and work related questions, problems, complaints and concerns from staff.
• Make sure that DSPs know and correctly implement house rules and procedures.

2. Adaptability
• Schedule and assign DSPs to carry out specific activities as described in the Individual Residential Habilitation Plan (IRHP) and the Individual Plan of Protective Oversight (PPO).
• Ensure that each DSP is assigned either primary or secondary responsibility for delivering service to specific individuals we work for.
• Maintain a list of assigned responsibilities for overnight staff.
• Maintain and post scheduled assignments and adjust assignments as needed.
• Ensure that all shifts have adequate coverage. This may require the Home Manager to work shifts to maintain compliance and divisional standards.
• Follow Employee Work Schedule. Obtain prior approval of Assistant Residential Director-Home Management before adjusting the Employee Work Schedule.
• Ensure that staffing in the home does not exceed the Full-Time Equivalency (FTE). With prior supervisory approvals, acceptable instances of exceeding FTEs are staff training, emergency care, etc.

3. Team work
• Serve as a role model for staff and people we work for.
• Foster a team environment.
• Respond to program and work-related questions, problems, complaints and concerns from staff and notify the Assistant Residential Director of emerging issues.
• Conduct staff meetings as scheduled.
• Participate in House Manager team meetings weekly.
• Administer policies and procedures in a fair and accurate manner.
• Encourage staff growth and development.

4. Safety and customer service
• Working with staff, ensure that each individual we work for maintains a clean and neat appearance that is appropriate for home and for community outings.
• Assure that accurate records of possessions and clothing are maintained for people we work for.
• Conduct and review fire drills as per division requirements.
• Ensure correct implementation of mealtime plans including making sure that all needed items for meals are available and preparing meals according to mealtime plans.
• Notify the off-site program when a resident will be late or will not attend.
• Ensure that the DSP, and Shift Coordinator read the T-Logs and the S-Comm notes in Therap at the start of each shift.
• Know the likes and dislikes of each person in order to better plan quality activities and community events.
• Ensure that all people we work for arrive on time for medical appointments.
• Ensure that staff providing direct support in the home collect and record data accurately.
• Provide direct support services to people we work for as needed.
• Ensure that all staff completes General Event Reports and any necessary follow up review in Therap in a timely and accurate manner.

MANAGEMENT PERFORMANCE

1. Staff training
• Complete required initial training for new employees.
• Provide additional training as needed.
• Make sure that staff complete New Employee Orientation during the first three months of employment and maintain required certifications and refreshers.
• Ensure that staff who administer medications maintain current med certification.
• Ensure that staff are trained in physical intervention procedures.
• Administer and document medication administration according to policy and procedure.
• Enroll in the College of Direct Support. Complete and pass all assigned modules within the allotted time frames. This training will be ongoing.

2. Fiscal management
• Ensure that the home expenditures are consistent with budgeted amounts.
• Assume that resident money is spent appropriately. In conjunction with the Residential Program Support Coordinator, account for all resident money expenditures.
• Approve all petty cash expenditures and submit requests according to division guidelines.
• Complete requisitions for expenditures as per division guidelines and submit requests to the Assistant Residential Director-Home Management.
• Monitor credit card and store account expenditures on the computer.
• Ensure billing Waiver forms are completed accurately and on a timely basis.

3. Program system reviews (PSR)
• Demonstrate support for the principals and standards of the Arc Otsego.
• Complete PSR's to assure a safe/sanitary environment.
• Provide feedback to staff regarding ability to perform job duties and areas needing improvement.

4. Leadership/Development
• Ability to communicate goals of the Arc Otsego and the group effectively.
• Generate cooperation, initiative and risk-taking in actions and words.


OTHER

1. Complete all other assigned training and maintain appropriate certification.

2. Serve as a member of a committee as required or requested.

3. Complete other duties as assigned by supervisor.

4. This position requires a three week notice of voluntary resignation.

III. SUPERVISORY RESPONSIBILITIES

This position requires supervision of at least 5 and as many as 20 Direct Support Providers. An Assistant Home Manager may also be assigned to this position.


IV. QUALIFICATIONS

EDUCATION and/or EXPERIENCE

Associate's degree (A.A.) or equivalent from a two-year college or technical school; or one year related experience and/or training; or equivalent combination of education and experience.

LANGUAGE SKILLS

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups.

MATHEMATICAL SKILLS

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rate, ratio, and percentage and to draw and interpret bar graphs.

REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variable in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

COMPUTER SKILLS

Must be knowledgeable about Internet software, Microsoft Office components including Word, Office, Excel and PowerPoint. Becomes knowledgeable and trained in the use of Therap for plan writing, event reporting and ongoing communication.

CERTIFICATIONS, LICENSES, REGISTRATIONS

Must possess a valid NYS driver's license.

This position does require the person to use close vision (clear vision at 20 inches or less), distant vision (clear vision at 20 feet or more), color vision (ability to identify and distinguish color), peripheral vision (ability to observe an area that can be seen up and down or to the left and right while eyes are fixed on a given point), depth perception (three-dimensional vision, ability to judge distances and spatial relationships), and ability to adjust focus.

The rate of pay for this position is $45,760 annually, based on $22.00 per hour.
