Director of Programs

The Director of Programs at Northwestern Community Services Board (NWCSB) provides administrative oversight, leadership, and support to program service lines. As a member of the Agency's Executive Leadership team, this role is essential in translating the Agency's vision into actionable operations, guaranteeing the efficient and high-quality delivery of services to our clients. The Director will work closely with program managers, drive process improvement initiatives, boost operational efficiency through team engagement, and ensure adherence to established policies and procedures within functional areas. The Director is instrumental in achieving operational excellence and delivering top-notch care to those we serve.

MAJOR DUTIES AND RESPONSIBILITIES:


45% Strategic Planning & Leadership

• Develop, implement, and update program strategies to align with organizational goals, integrating clinical best practices into service delivery.
• Establish, maintain, monitor, and enforce program policies, procedures, and guidelines to ensure compliance with all relevant regulations.
• Advise Leadership on innovative solutions that enhance service delivery and program efficiency, incorporating evidence-based practices and appreciative inquiry into program development.
• Lead, mentor, and manage the relevant program teams, providing direction and support to program personnel.
• Hold self and others accountable to policies, professional standards, and commitments, ensuring timely follow-through on staff and partner inquiries.
• Develop and implement action plans and clinical outcome measures for quality improvement, ensuring measurable and achievable results.
• Develop and implement an annual training plan and calendar to enhance staff proficiency in technology and system use, ensure compliance with clinical and organizational policies, and foster engagement in continuous improvement efforts.
• Optimize resource allocation by balancing cost, quality, and service levels, while prioritizing tasks and delegating responsibilities effectively.
• Evaluate and/or manage vendors, service contracts, and acquisitions, ensuring quality service delivery and cost-effectiveness.
• Articulates budgetary considerations to staff and the impact of organizational budgetary considerations on program operations, workforce, and initiatives.

35% Operational Management

• Oversee all aspects of assigned program services, including communications, workflows, planning and staffing, continuously assessing operations, identifying issues, and leveraging data to drive improvements.
• Develop, recommend, implement, and refine procedures and workflows in response to strategic planning directives, licensing regulations, and the DBHDS Performance Contract.
• Analyze program data, including utilization trends to set targets, ensure compliance and ensure delivery of high-quality service delivery; adjust operations as needed to improve program outcomes and provide informed recommendations to the CEO, incorporating bi-directional systems that effectively communicate information and data.
• Supports the development and submission of Agency grant applications.
• Facilitates professional development programs for clinical staff, ensuring access to licensure supervision through the assignment of program staff, continuing education, and skill-building opportunities.

15% Outreach & Networking

• Serve as a liaison to key community partners and DBHDS, strengthening relationships, enhancing the agency's reputation, and positioning it as a provider of choice in the region.
• Maintain strong partnerships with local courts to support shared goals and the success of the Recovery Docket within the agency's catchment area.
• Collaborate with agency directors and program managers to coordinate internal and external care transitions, ensuring effective communication and data sharing.
• Work closely with DBHDS, the Department of Medical Assistance Services (DMAS), and other state agencies to implement new and revised initiatives while monitoring industry trends and maintaining accountability for high-quality service delivery.

5% Marginal Functions of the Job

• Performs related duties as required or deemed appropriate to the accomplishment of the responsibilities and functions related to this position or in support of departmental and Agency goals.

QUALIFICATIONS:


Minimum Qualifications

• Virginia Licensed Clinical Social Worker (LCSW), Licensed Professional Counselor (LPC), or equivalent
• At least five (5) years of experience in program management
• At least three (3) years of supervisory experience
• A mix of education and experience that shows the necessary skills and knowledge for a senior leadership role in a medium-to-large behavioral health organization.
• An appreciation for and support of diversity in all its forms, and a demonstrated ability to interact with or serve individuals with diverse backgrounds, including clients, coworkers, and members of the community
• An eagerness to invest in one's community through service.
• Must possess a valid Driver's License, good driving record, and the ability to provide own transportation

Preferred Qualifications


For this position, the most competitive candidates will possess:

• Experience in senior leadership level in a public behavioral health, private provider, or managed care organization
• Previous experience working in a community services board's complex regulatory environment
• Demonstrated ability to establish effective working relationships with staff, collaborators, community representatives, and the public.

ADDITIONAL REQUIREMENTS:

• May be exposed to allergenic environments in client's homes, including extreme heat, humidity, dust, smoke, pet contamination, cleaning supplies, etc.
• Must be able to complete physical requirements of the job
• Prolonged periods sitting at a desk and working on a computer
• Must be able to lift up to 25 pounds at times.

SALARY: $93,366 - $118,786
