CIVIL ENGINEER - ASSOCIATE SENIOR City of Surprise

SUMMARY

Incumbents perform advanced civil and traffic engineering reviews that demand a higher level of technical expertise and independent judgment than the Associate level. This role is responsible for overseeing and coordinating moderately complex engineering projects.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Reviews all phases of civil and traffic engineering plans and cost estimates and enforces City codes and standards on engineering projects, which includes determining if plans are in compliance with applicable codes, standards, designs, and practices; and reviews proposed master plans, commercial site plans, preliminary and final plats, residential developments, and/or other related plans. Mentor junior engineers or inspectors as assigned. Reviews traffic impact analyses and drainage studies; recommends appropriate design solutions. Provides customer service on major sensitive drainage, traffic or construction problems, and responds to questions and complaints related to traffic, drainage, construction, and other related issues. Participate in the development and maintenance of engineering standards, policies, and procedures. Provides developers, contractors and the public with technical information related to the Engineering Division. Prepares and maintains engineering files, records, reports, and audit materials Attends a variety of meetings related to applications and/or departmental activities. Performs site inspections to determine drainage, roadway alignment, environmental concerns, and/or other related issues that impact development efforts; and provides engineering support for construction work in progress, including field investigations to ensure compliance with approved plans, specifications, and standards. Knowledge of: Theory, principles, and practices of civil and traffic engineering design and construction Constructions materials, Cost Estimates, principles, and practices Project management principles Advanced mathematical principles Applicable Federal, State, and local laws, codes, guidelines, rules, and regulations Skills in: AutoCAD Microsoft Excel Microsoft Word Using a computer and related software applications Ability to: Interpret and apply applicable laws, codes, guidelines, rules, and regulations Manage assigned engineering projects Perform complex mathematical calculations Write technically and speak in public Organize, evaluate, and comprehend technical data Analyze problems and make appropriate recommendations Review engineering plans and specifications Coordinate activities between multiple parties Interpret and analyze engineering plans Review complex plans and specifications Perform difficult technical research, analyze complex engineering and mathematical problems, evaluate alternatives, and recommend or adopt effective courses of action Establish and maintain cooperative working relationships with a variety of citizens, public and private organizations, contractors, architects, boards, commissions, and City staff Communicate and use interpersonal skills to interact with coworkers, supervisors, the public, etc., to sufficiently exchange or convey information and to receive work directions EDUCATION and/or EXPERIENCE Bachelor’s degree in Civil Engineering and two (2) years of civil and/or Traffic Engineering design and review experience in land development projects. Additional education cannot be substituted for experience.

CERTIFICATIONS, LICENSES, REGISTRATIONS

Must have at time of hire a valid Arizona Engineer-In-Training (EIT) certificate. Must have at time of hire and be able to maintain a valid Arizona Driver License.
