Manager, Supply Chain ManagementThis person will contribute to the company's success by leading the site Supply Chain organization leading a team comprised of procurement, planning and warehousing operations. Successful candidates will also collaborate with Manufacturing, Supplier Quality, Program Managers, and Engineering in securing the best solutions for new or existing programs. This role will report directly to Director, Supply Chain and is responsible for research and benchmark current market conditions/trends, developing technologies, supply chain capacity/capability, product knowledge, customer requirements and supply/demand challenges for the Tempe site.Essential Functions:Submit RFQ's to suppliers to develop CML (Consolidated Material Lists) pricingProcure material, equipment, supplies, services, and commodity products of low to medium value and medium to high volumeNegotiate price, delivery and quality of products/services and determine supplier selectionsTrack all Purchase Orders through reports, work matched exceptions, open commitments, receiving discrepancies, returns, supplier discrepancies, and problem reports/supplier corrective action responsesInterface with receiving and accounting to resolve issuesConfer with suppliers to determine factors that affect competitive total cost of ownership consistent with quality, reliability, and ability to meet required schedulesInterpret FAR/DFAR/ITAR laws, rules and regulations regarding import/export control certifications and licensesDevelop and implement a suite of Standard Work across the Procurement, Planning and Warehousing functions including:Develop and implement, in conjunction with the Category Management team, spend management strategies including:Supplier assessments and rationalizationNegotiation for best total cost of ownership (make vs. buy analyses)Vendor managed inventories, and inventory reduction programsCycle time improvements, security of supply, and supplier diversityContinuous improvement, commodity roadmaps, and procurement/stakeholder collaborationDevelop and implement plans to reduce supply chain risks for direct material purchasesDrive improvements in our poorly performing yellow and red supplier spendLead negotiation and completion of agreements with strategic and preferred suppliers to optimize business resultsEstablish a strong network and foster collaboration with internal customers, suppliers, key stakeholders, and team membersImplement a rigorous and disciplined process for managing the supply base including:Leading periodic business reviewsMonitoring, and managing supplier performance (quality, cost, delivery, technology, service, and leadership),Managing supplier relationshipsPerforming root cause analysis and resolutionDeveloping and monitoring supplier improvement plansEstablish, implement, report, and socialize on Specific, Measurable, Achievable, Relevant, and Time-bound goals and objectives and related performanceTravel as required and approximately 15%5-7 Years of experience understanding contractual terms and conditions and how to mitigate riskMust have experience with MS Excel and PowerPoint for purposes of data analysis and creation of presentationsAbility to obtain US Security ClearanceQualifications:Bachelor's Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience or relevant work-related experiencePreferred Skills:Deltek (Cost Point) ERP System ExperienceMBA or Graduate degree in Supply ChainSix Sigma Green Belt or Black Belt certificationStrong understanding of Procurement, Manufacturing Operations, and Material LogisticsCost analysis experienceProficiency in Microsoft Outlook, Excel, Word, Project, and PowerPoint5-7 Years of experience of demonstrated experience in:Leading a team of people and collaborating internally and externallyManaging a suite of direct material commoditiesNegotiating pricing and delivery improvementsMRP systems and processesDoD procurement requirements and practices, including FAR & DFAR procurement requirements
