The primary purpose of this position is to serve as a financial management analyst performing a variety of fiscal duties related to budget formulation, execution, and/or financial improvement of existing fiscal processes.

Performs financial management efforts involving various funding streams to include Operations and Maintenance and multi-year funds. Reviews and assesses financial policies and regulations related to the preparation of budgetary exhibits. Prepares documents, forms, reports, and schedules, and prepares and completes documentation in accordance with regulatory requirements/procedures and within established time limits providing for timely accomplishment of follow-on budget processes.

Performs positive control of and maintains accounting for various appropriations. Monitors related requests to ensure funding availability to include monitoring of obligations and expenditures. Performs a variety of financial tasks to meet the needs of the organization. Monitors, reviews, checks, and verifies requests for availability of funds. Compares obligations and expenditures and accurately identities conditions of over or under obligation of funds. Performs corrective actions.

Provides financial assistance and guidance for outstanding obligations and related information. Reviews outstanding commitments and obligations in regard to DOD mandated obligation reviews. Collaboratively works with DFAS and respective stakeholders to ensure obligations are accurate and current, while identifying aged obligation issues. Ensures outstanding commitments are tracked and obligated/awarded timely to minimize loss of resources.

Conducts analyses and reviews of budget and/or related information. Analyzes fiscal relationships and develops appropriate recommendations to accommodate actions under conditions of short and rapidly changing program and budgetary deadlines. Selects and applies appropriate techniques to predict or assess the effects of fiscal/budgetary and/or program changes and to fully evaluate the significance of conflicting program and budgetary data.

Knowledge, Skills, and Abilities (KSA):

1. Knowledge of budgetary and commonly used accounting practices, regulations, and techniques relative to the flow of financial information; budgetary methods, practices, procedures, regulations, policies, and processes to formulate and execute assigned responsibilities in support of the mission, structure, goals, work processes, and programs of assigned organization(s).

2. Knowledge of respective accounting system(s) to track and reconcile accounting transactions.

3. Ability to gather, assemble, and analyze data to prepare comparative assessments, develop alternatives, and make recommendations to resolve/troubleshoot discrepancies and disconnects.

4. Skilled in preparing written forms, schedules, and reports related to the execution and expenditure of funding.

5. Ability to communicate effectively, both verbally and in writing, clearly, concisely, and with technical accuracy.

6. Ability to apply Managers Internal Control Program and Financial Improvement Audit Remediation requirements and financial management policies, directives, and procedures.
