Position Summary

Pendleton Solutions is seeking an experienced Program Security Representative (PSR) to support high-visibility Department of Defense programs responsible for advancing critical national security capabilities. This position serves as a senior security advisor, providing multi-discipline security support across Special Access Programs (SAP), Sensitive Compartmented Information (SCI), and collateral programs throughout the program lifecycle.

The successful candidate will develop and execute program protection strategies, advise leadership on complex security matters, assess program risk, and ensure compliance with Department of Defense and Intelligence Community security policies. This role requires a proactive security professional capable of balancing mission execution with security requirements while partnering with government leadership and cross-functional stakeholders to protect classified information and technologies.

Key Responsibilities

• Serve as the primary security advisor supporting SAP, SCI, and collateral programs.
• Develop and implement comprehensive security strategies that support mission success while minimizing operational risk.
• Interpret and apply government security policies to complex program environments.
• Advise leadership on security posture, compliance requirements, risk management, and mitigation strategies.
• Support classified programs throughout the acquisition and program lifecycle, including program initiation, execution, transition, and closeout activities.
• Develop and support security classification architectures for emerging technologies and classified programs.
• Assist with program protection planning to safeguard sensitive technologies and critical capabilities.
• Research, recommend, and implement long- and short-term security strategies aligned with evolving mission requirements.
• Evaluate classification guidance, national policy, and existing security requirements to recommend appropriate protection measures.
• Conduct Operational Security (OPSEC) assessments.
• Identify Critical Program Information (CPI).
• Perform threat, vulnerability, and risk assessments.
• Develop OPSEC plans and mitigation strategies to reduce operational risk.
• Recommend security enhancements based on evolving threats and program requirements.
• Conduct indoctrinations, debriefings, refresher training, and security awareness briefings.
• Process personnel security actions and maintain access records.
• Develop, review, and manage DD Form 254 (Contract Security Classification Specifications), ensuring timely coordination and dissemination when required.
• Ensure compliance with Controlled Unclassified Information (CUI), Classified Military Information (CMI), and applicable security policies.
• Support inspection readiness through self-assessments, security reviews, and corrective action tracking.
• Develop, coordinate, review, and maintain security documentation supporting classified programs, including:
  • Security Classification Guides (SCGs)
  • Program Protection Plans (PPPs)
  • Standard Operating Procedures (SOPs)
  • Operational Security (OPSEC) Plans
  • Security briefings and training materials
  • Exposure Contingency Plans
  • Technology transition documentation
  • Memorandums of Understanding (MOUs)
  • Memorandums of Agreement (MOAs)
• Support accreditation and oversight of Special Access Program Facilities (SAPFs), Sensitive Compartmented Information Facilities (SCIFs), and Accredited Information Systems (AIS).
• Coordinate facility security requirements, inspections, and corrective actions.
• Support classified meetings, technical reviews, and other security-related activities as required.
• Coordinate foreign disclosure activities.
• Support Designated Disclosure Letters (DDL).
• Assist with Project Agreements and international security requirements.
• Ensure compliance with applicable foreign disclosure and international security policies.
• Maintain accurate security information using government enterprise systems, including:
  • DISS
  • JADE
  • DFASTS
  • Security Control Suite (SCS)
  • DSMD
  • Other government security management systems as required

Required Qualifications

• Active Top Secret security clearance with SCI eligibility (current within the last five years).
• Eligible for SAP access and willing to undergo a Counterintelligence (CI) Polygraph, if required by the customer.
• Bachelor's degree with four (4) years of relevant experience, or six (6) years of directly related experience in lieu of a degree.
• Demonstrated experience supporting SAP, SCI, and collateral security programs within DoD, the Intelligence Community, or other classified environments.
• Working knowledge of:
  • Executive Order 13526
  • National Industrial Security Program Operating Manual (NISPOM)
  • SAP Security Manuals/Overprints
  • Intelligence Community Directives (ICD/DCID Series)
  • DoD SAP security policies
• Experience developing and implementing security plans and protection strategies.
• Strong analytical, organizational, and problem-solving skills with the ability to evaluate complex security issues and recommend practical, risk-based solutions.
• Excellent written and verbal communication skills with experience briefing senior leadership.
• Demonstrated ability to interpret security policy and apply it to evolving operational environments.
• Ability to manage multiple priorities independently while collaborating across government and contractor organizations.
• Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Teams, and SharePoint).
• Eligible for issuance of a Common Access Card (CAC).
• Ability to work onsite in Arlington, Virginia.
• Must successfully complete all required customer security training.
• Must meet customer suitability requirements.

• Developing Security Classification Guides (SCGs), DD Form 254s, Program Protection Plans, or related security documentation.
• Government security management systems such as DISS, JADE, DFASTS, SCS, and DSMD.
• Professional security certifications (SPēD, ISP®, CPP®, or equivalent).
