Senior Manager, Public-Private Partnerships

Purpose Reporting to the Head, Focus Area Leadership IM, the Senior Manager, Public‑Private Partnerships will lead and direct the Strategic Partnerships and Resource Group’s (SPRG) IM R&D strategy and engagement with senior IM R&D leaders, ensuring the achievement of U.S. public‑private partnership (PPP) objectives within J&J’s risk framework and regulatory requirements. Responsibilities U.S. Portfolio Leadership: Provide strategic direction for U.S. IM R&D PPP initiatives at the federal and state level, acting as a key resource to U.S.-based IM R&D leaders. Coordinate global or cross‑sector projects to ensure seamless collaboration. Primary U.S. Point of Contact: Serve as the main SPRG liaison for senior U.S. IM R&D leaders, federal and state agencies, and external stakeholders. USG Engagement & Capture: Lead strategy, relationship development, and opportunity shaping with U.S. agencies (NIH, BARDA, ARPA‑H, DARPA, DoD, CDC, etc.) and state/regional innovation bodies; develop white papers, concept notes, consortia, and partnership strategies. End‑to‑End PPP Delivery: Oversee the complete PPP lifecycle—opportunity identification, alignment, proposal development, negotiation, execution, governance, close‑out, and audit readiness—ensuring timely approvals and communication. Complex Agreement Structures: Navigate and negotiate mechanisms such as grants, cooperative agreements, CRADAs, OTAs, contracts, prizes/challenges, and research consortium agreements in coordination with Legal, IP, and Compliance teams. Compliance & Risk Management: Ensure adherence to U.S. federal regulations (Uniform Guidance, Bayh‑Dole Act, FAR/DFARS) and J&J’s HCC and contracting standards; maintain documentation and risk visibility. Key Account Strategy: Contribute to “key account” strategies for priority agencies and funders; maintain pipeline and account plans to drive sustainable partnerships. Strategic Insight & Foresight: Conduct advanced analyses of U.S. R&D trends and agency priorities, translating insights into proactive PPP pipelines aligned with IM R&D strategy. Matrix Leadership & Mentorship: Guide colleagues through consultation, mentoring, and collaborative leadership; provide functional (matrix) supervision to elevate PPP capabilities across SPRG and partner teams. Cross‑Functional Collaboration: Foster collaboration across Grant Experts, Operations/PMO, Legal, IP, HCC, GA&P, Finance, and Procurement to deliver efficient, high‑quality outcomes. Stakeholder Satisfaction: Maintain high service standards via regular check‑ins with senior U.S. R&D leaders; strategically communicate SPRG initiatives and outcomes. Culture & Inclusion: Champion a purpose‑driven culture aligned with the Credo, promoting inclusion, diversity, and belonging while modeling leadership imperatives. Travel: Travel as needed (~20–30% domestic) for key agency meetings, partner visits, and internal engagements. Qualifications Education: Bachelor’s degree minimum; advanced degree preferred. Experience: Minimum 10 years in the pharmaceutical, biotech, or medical device industry with deep R&D expertise (e.g., CMC, translational science, clinical development, supply chain). Proven track record delivering U.S. PPPs and non‑dilutive funding with federal and state agencies (NIH, BARDA, ARPA‑H, DARPA, DoD, VA, CDC, NIST, NSF, etc.) from opportunity shaping through execution. Knowledge of EU PPP arrangements and familiarity with grants, cooperative agreements, CRADAs, OTAs, and contracts. Strong business acumen and financial stewardship for multi‑partner programs. Excellent communication, presentation, and influencing skills; ability to translate scientific opportunities into compelling partnership strategies for U.S. government audiences. Proven ability to build relationships and collaborate effectively in a matrixed environment. Experience orchestrating complex, multi‑stakeholder programs with clear governance and risk management. Knowledge of PPP models, U.S. healthcare funding, and compliance requirements. Preferred experience in Innovative Medicine therapeutic areas (oncology, immunology, neuroscience, cardiovascular/metabolism, biomarkers, data science, AI/ML) and enabling technologies. Experience with consortium governance, IP strategy, data‑sharing frameworks, and alignment of scientific, policy, and partnership objectives. Self‑motivated, problem‑solving, detail‑oriented, and adaptable to changing circumstances. Strong contracting, analytical, and critical‑thinking abilities; capable of working independently and collaboratively in a fast‑paced environment. Impeccable integrity, emotional maturity, and patience. Compensation and Benefits Base salary: $122,000 to $212,750 per year. Eligible for an annual performance bonus and the long‑term incentive program. 401(k) retirement plan with company match.
