Processing Technician (Spanish/English Bilingual)

Position The State of Connecticut, Department of Public Health (DPH), is currently hiring for a bilingual Spanish/English Processing Technician. We are seeking a candidate who is preferably bilingual in Spanish and English, with strong oral and written communication skills in both languages. Position Highlights: Work schedule: Monday – Friday Work hours: Full‑time, First Shift, 40 hours per week Location: 410 Capitol Avenue, Hartford, CT Note: This is not a telework approved position. Role The processing technician is a detail‑oriented, service‑minded professional who supports the accurate issuance of vital records, including birth, death, marriage, and fetal death certificates. This role guides the public in how to obtain these records and processes requests to ensure they receive accurate, certified documents used for legal, genealogical, identity, and other purposes. The processing technician has strong attention to detail, can quickly learn and apply state statutes and regulations, protects confidential information, and is comfortable using multiple computer applications in a fast‑paced environment. Examples of Duties Performs the most complex duties related to an agency’s clerical processing functions; Examines incoming materials for accuracy, completeness and conformance to state statutes and regulations; Makes corrections and/or additions; Devises follow‑up procedures to efficiently and effectively carry out activities; Initiates and maintains communications with a wide variety of resources to verify information and complete transactions, including other state employees, offices and outside officials such as attorneys, judicial and social welfare officials or representatives; Interprets and applies state statutes and regulations relating to the particular processing service; Makes decisions as to case status, transaction permissibility or admissibility; Responds to internal and external inquiries for information and assistance; Sets up and maintains office procedures, filing and indexing systems and forms for office use and to meet recurring needs; Maintains calendars of due dates and initiates recurring work or special clerical projects accordingly; Maintains records and logs; Prepares status or statistical reports related to processing function; Assists in maintaining general files in support of processing function; Initiates correspondence in carrying out duties; Types correspondence, forms, file documentation, etc. in support of processing function; May process fees and maintain financial records; May lead lower level clerical employees assisting in carrying out processing responsibilities; Performs related duties as required. Minimum Qualifications – General Experience Three (3) years of clerical work experience. Minimum Qualifications – Special Experience One (1) year of the General Experience must have involved a full range of clerical duties. For state employees this experience is interpreted at the level of an Office Assistant or Interpreter Clerk. Minimum Qualifications – Substitutions Allowed College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one‑half (1/2) year of experience to a maximum of two (2) years. Preferred Qualifications Experience following protocols for handling and processing requests for confidential and vital event records (Birth, Death, Fetal Death, and Marriage) or medical information (PII, PHI) in accordance with federal and state statutes, regulations, and procedural guidelines; Experience with a broad array of record management systems, both paper‑based and electronic, including assessment and management of complex database and document workflows; Experience reviewing incoming materials for validity, completeness, identifying and resolving data discrepancies and conformance to state statute, established guidelines and agency policy and procedure; Experience engaging in active listening and clear, effective communication, including delivering verbal guidance and creating concise, accurate written documentation; Bi‑lingual Spanish and English speaking, with oral and written communication skills and responsive customer support in both languages.
