Shift: (4) 10 - hour shifts, Days. Any approved telework days are at the discretion of the President/CEO.
Job Description:
PATIENT POPULATION: The patient population served can be all patients, including geriatric, adult, adolescent, pediatric, and newborn. This also includes services which affect facility staff, physicians, visitors, vendors and the general public.
POSITION SUMMARY: The Vice President/Chief Financial Officer is responsible for leading and directing the overall financial operations of the hospital. Reporting to the CEO, the position is also responsible for strategic planning, policy formation, continuous quality improvement, and senior level coordination of hospital activities. Ensures compliance with California Health & Safety Code, Government Code, Brown Act requirements related to financial reporting, and all applicable district policies governing public funds, investments, and financial disclosures.
LEADERSHIP RESPONSIBILITIES: The participant integrates their department’s services with the hospital’s primary functions and overall plan for care delivery and other departments. The participant develops and reviews annually house-wide and unit specific policies and where appropriate coordinate policies with other primary functions and/or departments. The participant achieves and documents desired staffing to patient ratios within targeted goals. The participant is involved directly and/or supports subordinate participation in the Employee Performance and Improvement process as measured by active participation in Performance Improvement activities annually, recommends capital equipment and physical space and resources appropriate to patient care needs and selects, orients, evaluates performance and competency of outside contractors and vendor services. Assumes 24-hour, seven day responsibility, authority and accountability for ensuring the department and all individuals in the department achieve the function’s mission and service expectations for delivering appropriate care of patients.
Must be able to work normal/scheduled working hours to include Holidays, call-backs, weeknights, weekends, and on-call. Agrees to participate, as directed, in emergencies and community disasters during scheduled and unscheduled hours. As a designated disaster service worker you are required to assist in times of need pursuant to the California Emergency Services Act. (Gov’t. Code §§ 3100, 3102)
Your position has been defined as exempt (Exempt employees are paid on a salary basis as their duties may include more complex tasks that require them to work inconsistent or longer hours on a weekly basis. Exempt salaried employees also may be obligated to work as many hours as required to fulfill their responsibilities.) therefore you may have the ability to work remote as long as your VP has given prior approval. In the event remote work is required 100% of the time or for a defined period of time for a medical accommodation, a full telework agreement must be completed and approved by both your VP and the President/CEO before remote work begins.

EDUCATION/TRAINING/EXPERIENCE: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Minimum of ten (10) years of progressive healthcare finance leadership experience, including at least five (5) years of executive level within a hospital or health system required. A Master's degree in Business Administration or related field is required.
Should have substantial knowledge of Hospital operations, including familiarity with pertinent regulations, Medicare and Medi-Cal reimbursement mechanisms, cost reporting, revenue cycle management, capital financing and debt management, strategic financial planning, healthcare information system, labor productivity, budgeting procedures, and physician practice financial operations. Ability to plan, direct and administer all functions of assigned areas. Coordinate the activities of an entity-wide financial program. Create, develop, and refine systems to meet the needs of a rapidly changing environment. Ability to lead, motivate, guide, mediate, and strategically plan.
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence if required.
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, and percentages if required.
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
Demonstrated proficiency in healthcare financial systems, budgeting applications, electronic health record reporting, spreadsheet modeling, business intelligence tools, and Microsoft Office products. Experience utilizing data analytics to support operational and strategic decision-making is preferred.
LICENSURE/CERTIFICATIONS:
CPA, FHFMA, or HFMA Certification preferred.
Responsibilities and Essential Functions:
- 1 * Provides oversight, direction, and leadership to the Organization’s Financial departments, inclusive of Accounting, Patient Financial Services, Managed Care Contracting, Financial Planning, Patient Access, Health Information Management, and Information Technology. Establishes not less than annual goals for these departments based upon the Organization’s strategic initiatives and other needs. Initiates development of financial policy and procedures for contract management, materials acquisition, cash and investment management, and collection activity on patient accounts.
- 2 * Oversees the development and submission of the annual operating and capital budgets. Establishes goals for income and expenses, profitability, productivity, rates, costs, and performance improvement priorities. Provides for capital expenditures for at least a 3-year period including the year for which operating budget is specified.
- 3 * In conjunction with the CEO and other Senior Staff, develops a strategic plan for the Organization that includes growth opportunities, opportunities for improvement, and other factors that may affect the future of the Organization.
- 4 * Monitors and communicates key financial and operational indicators. Recommends actions when performance deviates from established goals and provides consultation and timely advice to the CEO as needed on strategic and other pertinent items of information relating to the Organization’s Financial operations.
- 5 * Maintains oversight of cash flow management, banking relationships, debt administration, investment activities, and liquidity planning to support operational and strategic needs and provides appropriate communication to Staff, Management, and Board on pertinent information to assist in the successful management of the Organization’s assets.
- 6 * Provides for sources of financing for each Capital Expenditure and master plan activity.
- 7 * Provides executive oversight of the revenue cycle, including patient access, charge capture, coding, billing, collections, denials management, and reimbursement optimization. Establishes key performance indicators and accountability measures to improve cash flow and net revenue realization.
- 8 * Performs evaluations and salary planning for Management Staff in reporting departments. Assists Managers in the resolution of conflicts that may arise.
- 9 * Leads the financial planning process to ensure alignment of organizational goals with long-term financial sustainability. Provides financial modeling and scenario analysis supporting service line growth, partnerships, acquisitions, affiliations, and major strategic initiatives.
- 10 * Provides regular timely, accurate, and transparent financial reporting to the Board of Directors. Presents monthly financial statements, variance analyses, cash flow reports, budget performance reports, investment reports, debt compliance reporting, and other information necessary for governance and regulatory compliance includes, but is not limited to:
- 1. Financial Report at each monthly meeting showing the safeguarding of district funds and all other necessary information to keep the District in compliance with Cal. Health and Safety Code § 32127;
- 2. Quarterly Reports on Investment holdings of District funds to show compliance with law and District policy;
- 3. Annual investment report on retirement funds held to show compliance with law and District policy
- 11 * Provides reports as needed to Revenue Bond and Credit Rating Agencies.
- 12 * Actively participates in achieving and maintaining department compliance with all state, federal and third party regulatory agency standards. Is accountable for maintaining financial departments at “Survey Ready” status at all times.
- 13 * Demonstrates continuous improvement in measures specific to your departments that benchmark the Organization’s performance against national standards. Ensures appropriate reimbursement for the Organization.
- 14 * Where applicable, ensures compliance with Organization’s policies, regulatory and statutory standards, Title 22, TJC, Medicare, and Medi-Cal regulations.
- 15 * Participates in regularly scheduled Organizational meetings and ongoing Education designed to improve individual competence.
- 16 * Participates in annual audit conducted by independent auditor. Implements systems of financial oversight designed to detect and prevent fraud, waste, abuse, and misuse of district resources.
- 17 * Participates in continuous Quality Improvement activities, and supports staff involvement in Organization’s Quality Improvement Teams.
- 18 * Documentation reflects compliance with established Hospital policies and procedures.
- 19 * Ensures highest quality customer service to patients, visitors, physicians, and co-workers through positive, courteous interactions and compliance with applicable customer service performance standards.
- 20 * Treats every person in the Organization with dignity, courtesy, respect, concern, and hospitality regardless of race, ethnicity, or sociological background in order to promote both positive human interactions and compliance with equal opportunity laws.
- 21 * May serve as Treasurer of Board of Directors; responsible for safekeeping and proper disbursement of District funds as appointed by the Board of Directors.
- 22 Provides executive oversight for information technology operations, including cybersecurity, disaster recovery, business continuity planning, system implementation, and technology investments supporting organizational objectives.
- 23 Establishes and maintains effective internal controls to protect organizational assets and ensure compliance with applicable accounting standards, governmental regulations, and auditing requirements.
- 24 Oversees the financial administration of grants, special district funding, supplemental payment programs, and governmental reimbursement initiatives.
- 25 Oversees payer contracting strategy, reimbursement analysis, and managed care negotiations to maximize appropriate reimbursement and preserve market competitiveness.
- 26 Manages Hospital based provider group contracts, on call agreements, Porterville Community Physicians contracts and performs financial analyses. Assists with ensuring providers are contracted with health plans.
