THE ROLE
The Chief Technology Officer (CTO) provides enterprise leadership for the core technology services that keep state government operating. This position is responsible for aligning technical disciplines around a common set of strategic outcomes, improving operational maturity, and ensuring that technology services are reliable, secure, cost-effective, and responsive to agency needs.
The CTO will lead teams responsible for compute platforms, enterprise infrastructure, end-user and workforce enablement services, and related operational capabilities. The successful candidate will bring experience in 24x7 operations, incident response, service reliability, technology lifecycle planning, team development, customer satisfaction, and cross-functional execution.
This role requires a leader who can move comfortably between executive strategy and operational detail. The CTO must be able to set direction, make decisions, remove barriers, develop managers, and build trust with agency partners. The successful candidate will ensure that technical teams work together toward shared goals instead of operating in separate silos, creating a seamless and responsive experience for agency partners.
Daily responsibilities include:
Leading the Compute, Infrastructure, and Workforce Enablement disciplines as an integrated technical organization focused on shared statewide outcomes.
Keeping critical technologies operational 24x7 through disciplined service management, monitoring, incident response, problem management, change management, capacity planning, and lifecycle planning.
Translating CIO priorities and enterprise strategy into practical technical roadmaps, standards, service improvements, and execution plans.
Establishing clear operating models, decision rights, service ownership, escalation paths, and performance expectations across technical teams.
Driving modernization of infrastructure, platforms, collaboration tools, endpoint services, and workforce technology while reducing unnecessary complexity, expense and technical debt.
Partnering with Security, Risk and Compliance to ensure operational services are designed, implemented, and maintained in a secure and resilient manner.
Partnering with Architecture, Strategy, Data and AI to ensure technology platforms support enterprise architecture, data, automation, and digital government goals.
Partnering with Agency Success leaders, Customer Success Managers, and agency executives to understand needs, resolve service issues, and proactively improve customer experience.
Breaking down silos between technical teams and create shared accountability for solving agency challenges.
Ensuring technology decisions and priorities are driven by agency outcomes and customer experience.
Building, mentoring, and retaining high-performing teams by developing managers, setting clear expectations, supporting workforce development, and creating paths for technical growth.
Using metrics, service-level reporting, operational reviews, and customer feedback to improve service quality, transparency, and accountability.
Overseeing major incidents and operational risks, ensuring timely communication with agency partners, executive leadership, and affected stakeholders.
Identifying opportunities to standardize tools, platforms, processes, and services across the enterprise while respecting legitimate agency mission needs.
Supporting procurement, budgeting, vendor management, and contract oversight for technology services under the CTO portfolio.
Representing the CIO and BITS in technical forums, governance discussions, vendor meetings, and cross-agency initiatives as needed.

PURPOSE OF JOB CLASS (NATURE OF WORK)
Within the Department of Administrative Services, Bureau of Information Technology Solutions and Centers of Information Technology Excellence these classes are accountable for the management and direction of information systems, applications development, management and implementation of complex information technology projects implementing business and technical requirements into architectural blueprints, maintenance, computer operations and similar information technology functions including technical and support staff.
EXAMPLES OF DUTIES
Plans, organizes and manages all operations and activities of an information technology services unit, division, function or location;
Responsible for meeting all data processing or information technology needs of the respective unit, division, function or location;
Establishes priorities for systems development and information technology projects in accordance with agency requirements;
Coordinates, plans and manages solution architecture projects;
Directs the planning, design and implementation of complex storage solution configuration;
Develops plans for future utilization information technology services in the overall agency program;
Within the financial resources of the agency ensuring the development of high quality, low-cost technology solutions aligned with the needs of the State and its agencies;
Aligns information technology planning with the business strategy;
Leads and influences the development of standards and decisions regarding changes to systems/applications;
Manages information systems activities within areas such as IT infrastructure and architecture, applications development, networks, computer operations and support;
Oversees information technology projects from conception to completion;
Works with leadership team to maximize cross-team contributions;
Leads information technology operations to ensure exceptional quality and timely response to all customer service issues;
Interfaces regularly with clients/customers;
Stays abreast of local, regional and national industry trends;
Understands the major economic, political, technological and competitive trends affecting technology;
To capture competitive advantages, searches out challenging opportunities to change, grow, innovate and improve;
Compares information technology with those of significant competitors and makes appropriate adjustments;
Coordinates the use of key people, resources, technologies, process, and capabilities to reach strategic goals;

Understand Customers and Markets, which includes the ability to establish customer satisfaction and loyalty, forecast and conduct market analyses, keep ahead of industry trends and incorporate “best practices” into information technology operations.
Lead People, including the ability to resolve conflict, communicate effectively, coach and train employees, recognize performance, and foster diversity and teamwork.
Build Coalitions, including the ability to explain and advocate facts and ideas in a convincing manner, to negotiate with individuals and groups internally and externally, to gain cooperation from others, and to identify the internal and external politics that impact the work of the organization.
Business Knowledge, including knowledge of the technical, professional, procedural and legal requirements of the specific information technology area.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Ten (10) years of experience in computer or network administration, architecture, operations, production control, systems development, information technology analysis and planning.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Three (3) years of the General Experience must have been in a managerial capacity.
NOTE: For state employees this experience is interpreted at the level of an Information Technology Manager 2.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training in computer science, management information systems or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree.
A Master’s degree in computer science, management information systems or a closely related field may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
Professional certification in technology leadership, cloud, infrastructure, cybersecurity, IT service management, or project management.
Experience leading technology standardization, IT consolidation, shared services, or enterprise service transformation initiatives.
Experience with IT procurement, budgeting, vendor management, labor management, and public sector governance processes.
Experience improving service reliability using automation, observability, operational metrics, root cause analysis, and continuous improvement practices.
Experience directing enterprise wide technology initiatives involving multiple technical and business teams.
