Deputy Associate Director for Performance and Personnel Management.

Office of Management and Budget

Duties The Deputy Associate Director is a member of the Senior Executive Service (SES), a group of top government leaders. This position directs the work of other senior executives and expert staff members, and serves as the foremost career expert and principal advisor to the Deputy Director for Management and other senior agency leadership on performance and management functions and mission delivery improvements across the Federal government. Directing and overseeing the work of a Branch Chief and professional staff engaged in cross‑cutting Federal reform policy and budgetary initiatives, such as strengthening the Federal workforce, implementing performance management tools, building and utilizing data for decision‑making, and improving agency service delivery. Providing executive‑level guidance to the Deputy Director for Management and senior agency leadership on the formulation and implementation of the President’s Management Agenda (PMA), which defines government‑wide management priorities for all Federal agencies to improve governmental operations, performance, and results. Engaging with senior officials of the agency, the Executive Office of the President, and other Executive Branch agencies in major efforts and on management boards and commissions, such as the Performance Improvement Council and Chief Human Capital Officers Council, often recommending solutions to problems or negotiating resolution. Representing OMB’s position on interagency matters, often requiring strong initiative and creativity to deliver high‑quality staff work to policy officials and other senior leaders. Conditions of Employment Direct Deposit is required. Be at least 18 years old and obtain a favorable security determination. Must be a U.S. Citizen or National. Subject to a 1‑year supervisory probationary period (unless already completed). Complete a Declaration for Federal Employment to determine suitability for Federal employment, at the time requested by the agency. If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt. May be subject to pre‑employment and random drug tests. Will be required to complete ethics orientation within three months of appointment and submit a Public Financial Disclosure Report, OGE‑278e within 30 days of appointment. MAY be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty; failure to obtain required clearance may result in withdrawal of a job offer or removal. Supervisors in the executive branch have heightened personal responsibility for advancing government ethics; you will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101. To meet the minimum qualification requirements for this position, you must show that you possess the Executive Core Qualifications (ECQ) and Technical Qualifications (TQ) related to this position within your resume— not to exceed 2 pages. Resumes over the 2‑page limit will not be reviewed beyond page 2 and may be disqualified. Technical Qualifications (TQs) TQ 1: Expertise in management functions and practices that improve outcomes for the public, including performance management, understanding and improving service delivery, and strategic workforce planning. TQ 2: Demonstrated experience advising senior‑level officials through oral and written communication of complex policy, management, and technical issues, negotiating resolution of such issues under time pressures, and leading teams to develop and apply skills. TQ 3: Ability to manage cross‑cutting multi‑disciplinary teams to achieve outcomes in a complex operating environment, including integrating expertise and activities across silos, adapting team efforts to changing priorities and feedback, directing and balancing complex assignments concurrently, and navigating through transitions. Executive Core Qualifications (ECQs) ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding – demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. ECQ 2: Driving Efficiency – demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3: Merit and Competence – demonstrated knowledge, ability, and technical competence to effectively and reliably produce work of exceptional quality. ECQ 4: Leading People – demonstrated ability to lead and inspire a group toward meeting the organization’s vision, mission, and goals, and to drive a high‑performance, high‑accountability culture, including, when necessary, the ability to lead people through change and hold individuals accountable. ECQ 5: Achieving Results – demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Education This position does not have an education requirement. Veterans Preference Veterans’ preference is not applicable to the SES. Mobility Organizational and geographical mobility is essential. Individuals selected for SES positions may be subject to reassignment across geographical, organizational, and functional lines, and may be required to sign a Reassignment Rights and Obligation Agreement. Tiering The Department/Agency structures its SES positions into categories (tiers) to determine the pay range for each position. The categories are based on the position scope, breadth, functions, and placement within the structure of organizational levels across the Department/Agency.
