Supervisory Clinical Lab Scientist

Summary This position is eligible for the Education Debt Reduction Program (EDRP) - a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval - award amount (up to $200 000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application. Qualifications Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. GS-13 GS-13 Assignments For all GS-13 assignments above the FPL - the higher-level duties must consist of significant scope - complexity (difficulty) and range of variety - and be performed by the CLS at least 25% of the time Candidates at this grade level are in one of the following assignments Experience: 1 year of creditable experience equivalent to the next lower grade level GS-12 is required for all GS-13 assignments Knowledge - Skill - and Ability (KSA) Statements - In addition to the experience or education above - the candidate must demonstrate the following KSAs: Knowledge of Federal and state laws and regulations - laboratory accrediting - standing - walking - reaching and bending. Occasionally lifts heavy containers of supplies or equipment. Responsibilities The CLS has full supervisory responsibility in a laboratory, supervising a staff of non‑supervisory personnel including at least one GS‑12 subordinate. The duties and responsibilities of the Lead Clinical Laboratory Scientist include but are not limited to the following: Is responsible for monitoring test analyses and specimen examinations to ensure acceptable levels of performance. Chooses methods for achieving work goals, objectives, and management strategies. Plans and schedules ongoing work. Adjusts staffing levels or work procedures, creates, applies, and monitors reengineering and continuous performance improvement initiatives both within the program and/or the organization. Identifies, defines, and resolves issues associated with complex aspects of the data and ensures the validity of data in relation to the test systems. Develops technical bulletins, procedures, training materials, and other program materials which ensure accreditation and compliance with all regulatory agencies concerning patient testing, result reporting, and proficiency testing. Develops and implements corrective action when deficiencies are identified. Holds COR certification and functions as the subject‑matter expert for all department’s contracts. Reconciles vendor charges in Integrated Fund Distribution – Control Point Activity – Accounting and Procurement (IFCAP) within the timeframe established in VHA Handbook 1730:1. Performs the full range of supervisory duties. Recommends appointment, plans, and assigns work, gives advice and counsel, and evaluates work of subordinates. The CLS works assigned department bench duties including off‑shifts, weekends, and holiday in the clinical laboratory when assigned and as the need arises. Assures orientation, training, and competency assessment of staff. Assures corrective action is initiated when test performance deviates from established performance specifications.
