Position Purpose
Reporting to the Executive Vice President for Strategy, ChiefOperatingOfficer, and Secretary to the Board of Trustees and tothe Chair of the Audit and Oversight Committee of the Board ofTrustees, the Chief Compliance Officer (“CCO”) serves as the seniorleader overseeing and managing Dartmouth’s compliance function andcompliance risk. The CCO provides support, coordination, andassistance to institution-wide compliance efforts regarding allfederal and state laws and regulations and other externalregulatory requirements. The CCO works closely and collaborativelywith each Dartmouth operating unit to improve and maintainappropriate compliance practices, even as primary implementationresponsibility for these practices remains with the operating unit.The CCO also coordinates closely with senior leaders across theUniversity and is responsible for monitoring, evaluating, andreporting to Dartmouth leadership and Trustees on the adequacy ofcompliance activities. The CCO also administratively supervises theinternal audit function, through the Director, Internal ControlsServices.

- Increasingly responsible roles in compliance and/or relatedcontrol functions, such as legal, audit, regulatory relations, orquality management.
- In addition, strong candidates should demonstrate excellence inmost of the following:
- Development and implementation of an institutional complianceprogram in a highly regulated environment such as higher education,healthcare, or financial services.
- Managing change in a large, complex, and decentralizedenvironment with a wide array of committed and insightfulstakeholders.
- Appreciation for higher education practices, regulations, andcompliance issues.
- Demonstrated creativity in implementing state-of-the-artcompliance practices with clarity, efficiency, and alignment withother mission areas.
- Knowledge of internal control principles and complianceprocedures, and ability to identify potential areas of compliancevulnerability and implement improvements and necessary change.
- Track record of fostering an inclusive environment.
- A quick, open-minded and collaborative learner with the abilityto carefully listen and respond to critical matters in aprofessional and effective manner, and exercise discretion, soundjudgment, and critical thinking.
- Excellent interpersonal skills, the ability to communicateeffectively and persuasively, and successfully navigate between awide range of constituencies, both internally and externally.
- Strategic and innovative thinker who can bring value to the keystakeholders and find creative solutions to issues andproblems.
- Proven success with gaining trusted advisor status withexecutives and peers and developing effective communicationprocesses through relationship building at all levels of anorganization.

Key Accountabilities
Compliance Coordination
- Oversee and coordinate all Dartmouth-wide compliance activitiesto proactively identify and address risks to the University.
- Provide a shared services framework expertise with layeredoversight and risk management.
- Work with relevant Dartmouth operating units to support,coordinate, and assist with institution-wide compliance efforts(e.g., athletics, research and grant administration, advancementand endowment administration, environmental health and safety, andothers) and compliance with all state and federal reportingmandates and regulations, federal contractor obligations, andestablished fiscal standards.
- Work collaboratively and in coordination with Information,Technology and Consulting on matters related to data privacy andcybersecurity.
- Partner with attorneys in the Office of General Counsel andcompliance professionals in the Office of Equal Opportunity,Accessibility, and Title IX, the individual Dartmouth schools, andothers responsible for compliance efforts to ensure coordinationand best practices.

Compliance Monitoring, Evaluation, and Reporting
- Evaluate, monitor, and report on the status of Dartmouth’scompliance efforts from an enterprise risk perspective; identifypotential areas of compliance vulnerability or need for improvementor future monitoring; advising on necessary systemic change,including risk-based prioritization.
- Identify and prioritize potential areas of compliancevulnerability and risk across Dartmouth’s operations both on-campusand off.
- Develop, resource as needed, and work with Dartmouth campuspartners and subject matter experts to evaluate and recommendappropriate action to resolve emerging issues and provide guidanceon how to avoid similar situations in the future.
- Provide reports on a regular basis, as directed, or requested,to keep the Board of Trustees and Senior Leadership informed of theoperation and progress of compliance efforts.
- Manage a confidential and anonymous communications channel forcontacting the Integrity and Compliance office. Direct complaintsto the appropriate unit for investigation and resolution.

Compliance Training and Outreach
- Work with relevant departments, committees, and others asappropriate to develop, coordinate, and participate in amultifaceted educational and training program that focuses on theelements of the compliance program, which seeks to ensure Dartmouthfaculty, staff, and students are knowledgeable of and adhere toapplicable compliance standards.
- Engage with faculty, students, and staff, helping to build anunderstanding of the ethical foundations, rationale, and importanceof compliance efforts as they relate to Dartmouth’s mission, anddeveloping an understanding of the impact of compliance activitieson other institutional priorities.

- Supervise a high-functioning team to support the compliancefunction; provide oversight of the internal audit function, incollaboration with the Audit and Oversight Committee of the Boardof Trustees.
