Manager, Behavioral Health (Clinical Supervisor)

Manager, Behavioral Health Systems (Clinical Supervisor) is within Student Support Services and oversees many programs designed to assist educators and community members in supporting student safety and well‑being. The programs address emotional, social, behavioral, safety, and health needs of students by valuing connection, engagement, and support. This position supports Behavioral Health Agency (BHA) compliance, strengthens service capacity, advances sustainable funding strategies, and promotes cross-system integration. It oversees clinical and programmatic functions across school- and community-based behavioral health services, including mental health, substance use disorder treatment, crisis intervention, case management, and therapeutic supports. Position located within PSESD, a regional educational agency serving Washington’s K‑12 public school students. The agency is committed to becoming an Antiracist Multicultural Organization, driven by equity in education. This job reports to Senior Director, Student Support Services. Essential Functions Assists in developing and managing budgets and diversified funding strategies (e.g., grants, Medicaid billing, contracts) to ensure fiscal sustainability and expansion of behavioral health services. Leads the development and implementation of systems and practices required to maintain BHA licensure compliance for regulatory compliance, quality assurance, and sustainable service delivery. Coordinates and aligns a comprehensive array of behavioral health services (mental health, substance use disorder treatment, crisis response, case management, therapeutic supports) to expand access, address service gaps, and improve outcomes for historically underserved populations. Embodies the principles and practices that form the culture and commitment to becoming an Antiracist Multicultural Organization, co‑creating just and humanizing educational communities where every student thrives and succeeds. Facilitates meetings, workshops, and seminars to convey and gather information required to perform job functions and maintain relationships with other agencies. Maintains a variety of manual and electronic documents, files, and records to provide an up‑to‑date reference, audit trail, invoicing support, and/or reporting for compliance. Develops and sustains cross-system partnerships (schools, healthcare providers, community-based organizations, tribal partners, juvenile justice systems) to advance coordinated care, system integration, and continuity of services. Monitors program activities (documentation, audits, billing, reporting, service delivery, outcomes) to strengthen services, assure equitable outcomes for protected classes, and ensure compliance with established requirements. Provides or oversees clinical supervision, consultation, and guidance consistent with licensure requirements to support staff pursuing licensure and maintaining ethical, effective clinical practices. Provides technical assistance and capacity‑building support to internal and external partners for implementing evidence-based and culturally responsive behavioral health practices. Responds to inquiries to resolve problems, provide information, and/or refer to appropriate personnel. Supervises personnel (providing coaching and consultation on technical issues, adaptive challenges, personnel matters, strategic opportunities, career goals, professional development, job performance) to advance the development of effective leaders and high‑performing teams and achieve agency and departmental objectives. Other Functions Assist other personnel as may be required to ensure an efficient and effective work environment. Community and Family Engagement : Demonstrates knowledge and expertise related to engaging with internal and external partners, including children, families and communities, to promote wellness and self‑sufficiency. Crisis Management : Anticipates potential crises and implements best practices in prevention, using available avenues and resources; responds appropriately and with a sense of urgency when a crisis occurs; fulfills commitments made during a crisis and establishes avenues of learning to prevent, mitigate, and better prepare. Developing and Empowering Others : Encourages others to work on challenging assignments that grow their skills and abilities; supports others in identifying their own strengths and skill gaps, and guides them in creating their own professional development plans that support current and future agency goals. Professional Development Facilitation : Shares knowledge and expertise with the goal of improving professional skills and knowledge through adult learning programs. Systems Thinking : Sees the integral, complex relationships of interconnected systems that need to work together for the whole to function successfully; events and actions are seen in detail and in the larger context of a pattern that unfolds over time. Education Master’s degree in Social Work, Counseling, Psychology, Marriage and Family Therapy, Behavioral Health, Public Health, Human Services, or another closely related field from an accredited institution. Licensure Current Washington State behavioral health license in good standing for at least the past two years (e.g., LMHC, LICSW, LMFT) with the following: Completion of all Washington State‑required Clinical Supervision training (15 hours for licensed behavioral health professionals). Meets Washington State requirements for providing clinical supervision, including 4,000 hours as a licensed behavioral health provider (LMHC, LICSW, LMFT, or equivalent). Current Washington State Chemical Dependency Professional (CDP) or Substance Use Disorder Professional (SUDP) credential with the following: 28 hours for CDP/SUDP supervisors, as applicable. Meets Washington State requirements for providing clinical supervision, including 3,000 hours plus required Clinical Supervision training for CDP/SUDP candidates. Experience Progressively responsible experience in behavioral health services. Experience providing clinical supervision, consultation, or clinical oversight consistent with Washington State licensure requirements. Experience managing or coordinating behavioral health programs, including documentation, compliance, quality assurance, and service delivery. Experience working with children, youth, families, schools, and/or community-based behavioral health programs. Knowledge of Washington State Behavioral Health Agency licensing requirements and behavioral health regulations. Knowledge of Medicaid billing, behavioral health documentation, compliance, and quality assurance practices. Knowledge of evidence-based behavioral health interventions, crisis response, case management, and substance use disorder treatment. Strong understanding of WAC in clinical supervisor domain. Ability to supervise multidisciplinary teams and provide effective clinical leadership. Ability to develop collaborative partnerships across schools, healthcare providers, and community organizations. Demonstrated proficiency in using internal communication tools – Outlook, Teams, Google, MS Suite, reporting tools or other tools as needed. Ability to work on Medicaid billing and funding expertise. Budget development and grant management. School-based behavioral health leadership. Experience using Electronic Health Record (EHR/EHS) systems and other behavioral health information systems for clinical documentation, case management, scheduling, and reporting. Experience preparing reports and analyzing program data to support operational decision‑making, regulatory compliance, and continuous quality improvement. Ability to analyze data and performance metrics to identify trends, monitor outcomes, and support quality improvement initiatives.
