Regulatory Compliance Administrator

Under direction of the Water Resources Manager, plans, coordinates, and administers the District's water quality, regulatory compliance, laboratory coordination, water conservation, and provides regulatory oversight and compliance coordination for the District's cross-connection control programs. Ensures compliance with federal, state, and local drinking water regulations; coordinates regulatory reporting and permit compliance activities; serves as the District's primary technical resource for water quality and cross-connection matters; and performs related work as required.

Essential duties and responsibilities are listed below:

  1. Oversees implementation of the District's Drinking Water Quality Monitoring Program, including sample collection schedules, treatment process monitoring, laboratory coordination, data management, and regulatory reporting requirements.
  2. Plans, prioritizes, coordinates, oversees, reviews, and participates in the work of staff assigned to water quality monitoring, regulatory compliance, and cross-connection control activities; provides training and guidance; ensures safe and efficient work practices.
  3. Reviews test reports; oversees work of outside laboratories contracted to perform specialized testing; prepares, tracks compliance deadlines and submits required reports to regulatory agencies.
  4. Directs and administers the District's Cross-Connection Control Program including hazard assessments, enforcement actions, customer outreach, backflow prevention assembly testing compliance, data management, regulatory reporting, and implementation of the District's Cross-Connection Control Plan.
  5. Coordinates inspections, audits, sanitary surveys, permit renewals, corrective actions, and communications with regulatory agencies including the State Water Resources Control Board Division of Drinking Water, Los Angeles County agencies, and other regulatory entities. Serves as a liaison with employees, public, and private organizations, community groups, and other organizations; provides information and assistance to the public regarding the assigned programs and services; receives and responds to complaints and questions relating to assigned area of responsibility; reviews problems and recommends corrective actions.
  6. Assists in the development of technical specifications, scopes of work, and consultant contracts related to water quality, laboratory services, cross-connection control, treatment operations, and regulatory compliance programs.

Below are other examples of the other various types of duties that may be performed by the Regulatory Compliance Administrator. This list is illustrative, not exhaustive. The omission of certain duties does not exclude those duties from being required to be completed by the Regulatory Compliance Administrator if the work is similar or reasonably related to this position description.

  1. Prepares a variety of reports for the Water Resources Manager.
  2. Maintains accurate records and files; develops storage of records and retention schedules.
  3. Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field related to the area of assignment; researches emerging products and enhancements and their applicability to District needs.
  4. Develops and utilizes spreadsheets, databases, and other computer applications required to carry out assigned studies, projects, and reports.
  5. Performs other duties as assigned.

Knowledge of:

  1. Theories, principles, and practices of public and business administration applicable to assigned operations, programs, and projects.
  2. Organization and management practices including the development, analysis, and evaluation of programs, policies, and operational needs of the assigned area of responsibility.
  3. Research and reporting methods, techniques, and procedures including sources of information related to a broad range of District programs, services, and administration.
  4. Applicable federal, state, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility.
  5. Complex arithmetic and statistical techniques.
  6. Project and/or program management, analytical processes, and report preparation techniques.
  7. Public agency budget development and administration; sound financial management policies and procedures.
  8. Principles and practices of contract administration.
  9. Record keeping principles and procedures.
  10. Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.
  11. English usage, grammar, spelling, vocabulary, and punctuation.
  12. Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and District staff.

Ability to:

  1. Coordinate and oversee programmatic administrative, budgeting, and fiscal reporting activities.
  2. Plan and conduct effective management, administrative, and operational studies.
  3. Analyze, interpret, summarize, and present administrative and technical information and data in an effective manner.
  4. Conduct complex research projects on a wide variety of topics, evaluate alternatives, make sound recommendations, and prepare effective technical staff reports.
  5. Plan, organize, and carry out assignments from management staff with minimal supervision.
  6. Prepare clear and concise reports, correspondence, policies, procedures, and other written materials.
  7. Interpret, and apply all pertinent laws, codes, regulations, policies, and procedures, and standards relevant to work performed.
  8. Maintain accurate files and records.
  9. Analyze situations and identify pertinent problems/issues; collect relevant information; evaluate realistic options; and recommend/implement appropriate course of action.
  10. Research, analyze, and evaluate new service delivery methods, procedures, and techniques.
  11. Assist in developing and implementing goals, objectives, practices, policies, procedures, and work standards.
  12. Organize work, set priorities, meet critical time deadlines, and follow up on assignments.
  13. Effectively use computer systems, software applications, and modern business equipment to perform a variety of work tasks.
  14. Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax.
  15. Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
  16. Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
  17. Regular attendance and adherence to prescribed work schedule to conduct job responsibilities.

Training and Experience:

  1. Equivalent to a bachelor's degree from an accredited college or university with major coursework in business administration, public administration, or a related field or combination of education and increasingly responsible experience in water quality, treatment operations, regulatory compliance, laboratory services, or cross-connection control.
  2. Five (5) years of increasingly responsible experience performing administrative, operational, management, and/or financial analysis, preferably in municipal government setting.

Licenses; Certificates; Special Requirements:

  1. State Water Resources Control Board Water Treatment Operator Grade 2 (T2) Certification required.
  2. American Water Works Association Cross-Connection Control Program Specialist Certification
  3. Possession of a valid California class C driver's license and satisfactory driving record.

Physical Demands:

  1. Work at a desk and sit for an extended period of time.
  2. Work in an office environment, lift and move objects up to 15 pounds such as large binders, books, and small office equipment.
  3. Sufficient finger/hand coordination and dexterity to operate and adjust office equipment.
  4. Use office equipment such as telephones, computers, copiers, and FAX machines.
  5. Hearing and vision within normal ranges with or without correction.

Environmental Elements:

  1. When working outdoors, may also work with exposure to dust, dirt, and significant temperature changes between cold and heat.
  2. Irregular or extended work hours: May work overtime.
