Job Title: Permit Specialist – Underground Fiber Infrastructure

Position Summary:
We are seeking a detail-oriented and proactive Permit Specialist to support the deployment of underground fiber infrastructure. The ideal candidate will be responsible for coordinating with local, county, and state agencies to secure permits necessary for the installation and maintenance of fiber optic networks. This role is critical to ensuring project timelines are met and that all work complies with applicable regulations, environmental requirements, and permitting standards.

Key Responsibilities:
• Permit Acquisition: Prepare and submit permit applications for underground fiber construction projects, including traffic control plans, trenching, boring, environmental impact considerations, and restoration scopes.
• Agency Coordination: Liaise with city, county, and state agencies to ensure permit requirements—including environmental compliance—are met and facilitate timely approvals.
• Documentation: Maintain accurate records of all permit applications, approvals, environmental assessments, conditions, and expiration dates.
• Compliance Oversight: Ensure all work adheres to permitting conditions, environmental regulations (e.g., CEQA, NEPA), and other applicable standards; identify and address potential issues that may delay or impact permitting.
• Environmental Awareness: Assess project sites for environmental sensitivities and incorporate necessary mitigation measures into permit applications.
• Cross-functional Communication: Collaborate with engineering, construction, legal, and project management teams to ensure permit timelines align with project schedules.
• Follow-up and Tracking: Monitor permit status through completion and proactively follow up with agencies to minimize delays.
• Field Support: Occasionally perform site visits to assess permitting constraints and verify compliance with environmental and regulatory standards.
• Process Improvement: Identify opportunities to streamline permitting and environmental review processes and maintain positive relationships with permitting authorities.

Qualifications:
• Experience: 2+ years of experience in permitting, preferably in telecom, utilities, or construction industries.
• Knowledge:
o Strong understanding of underground fiber construction and utility permitting.
o Familiarity with environmental regulations and review processes (e.g., stormwater pollution prevention plans, wetland protections, endangered species concerns, hazardous materials protocols).
o Knowledge of right-of-way (ROW) and utility coordination.
• Communication: Strong written and verbal communication skills for interacting with government agencies and internal teams.
• Organization: Exceptional attention to detail and ability to manage multiple permit applications and deadlines simultaneously.
• Technical Skills: Proficient with MS Office and permit tracking software (e.g., Milestone, Project Management tools, GIS systems).
• Licenses: Valid driver's license required; ability to travel locally for site visits and meetings with agencies.

• Prior experience working with public works departments and permitting processes in multiple jurisdictions.
• Working knowledge of construction drawings, civil plans, and traffic control standards.

• Familiarity with local, state, and federal environmental agencies and permitting portals.
