Scope / Background:

The Health Care Management and Coordination System (HCMACS) Program is a Washington State multi-agency initiative implementing Epic EHR across the Health Care Authority (HCA), Department of Social and Health Services (DSHS), and Department of Corrections (DOC), in partnership with Washington Technology Solutions (WaTech). Epic will be deployed under the Orchard hosted model.

Project Overview:

WO-02 Program Management & Governance Support. "This work order covers program-level management, governance coordination, clinical informatics leadership, and scheduling support for the HCMACS program. Given the cross-cutting and variable nature of this work, WO-02 is primarily T&M with defined deliverable checkpoints." Budget Ceiling: Up to $3.5 million (SFY27/SFY28), inclusive of all roles and applicable taxes (currently 10%).

Key Responsibilities:

• Provide clinical leadership across strategic planning and risk management activities.
• Lead development and governance of clinical standards and informatics policies.
• Oversee stakeholder engagement, including tribal, state, and federal partners.
• Direct clinical system configuration and build, supporting Epic adoption.
• Support quality metrics, compliance, and interdisciplinary collaboration.

Preferred qualification:

• 10 years of experience in clinical leadership and informatics strategy.
• Advanced clinical degree (e.g., MD, MSN, PharmD)
• Deep expertise with Epic EHR systems and public sector healthcare programs.
• Proven experience leading cross-agency clinical teams and governance.
• Strong knowledge of healthcare quality standards and regulatory frameworks.
