Senior Leadership and Execution Analyst

Location: Fairfax, VA (on-site)

Clearance: Secret Clearance, Top Secret preferred

Education: Bachelor's degree required.

Outcomes: The Senior Leadership and Execution Analyst is expected to achieve the following outcomes:

• Staff Development: Maintain a 90 - 95% project staff retention rate

• Execution: Fill vacant positions within fourteen (14) calendar days. A position is considered filled when:
  • The selected candidate has signed a contingent offer letter;
  • The customer has approved the candidate (if required); and
  • Security paperwork for the approved candidate (if applicable) has been submitted to the Government.

• AI-Enabled Process Optimization and continuous improvement: Leverage Generative AI and automation tools to improve staffing cycle time, retention analysis, reporting accuracy, knowledge management, and workforce forecasting. Continuously identify opportunities to apply AI-driven efficiencies to recruiting workflows, compliance tracking, performance analytics, and leadership reporting.

Responsibilities:

Gemini is seeking a high-energy, results-oriented individual to lead the staffing and retention of Top Performers on the US Air Force Concepts Development and Management project within the Advanced Concepts and Technology Division. The individual selected leads activities that ensure on-time project staffing; staff member career development, recognition and support; and team cohesion.


Manages and streamlines the efficient requirements definition, candidate screening, and pre-employment tasks to staff new and vacant positions with Top Performers. Leads multiple project staffing assignments to completion in a fast-paced environment with tight deadlines.

• Prepares and manages the documentation of position requirements including tasks to be performed and experience, certification, and security requirements.

• Develops and maintains digital continuity folders, structured workforce data repositories, and knowledge management systems that ensure operational transparency, scalability, and seamless transition capability.

• Identifies current staff members whose career progression would benefit from transition to the position and confirms staff member interest

• Analyzes workforce data to identify retention risks, succession planning needs, staffing trends, clearance processing timelines, and certification compliance gaps; provide actionable recommendations to leadership.

• Assigns, manages and tracks the support of Gemini project, recruiting, HR and security staff through the completion of pre-employment tasks.

• Meets with new staff members within 30 days of hire to complete orientation and in-processing.

Maintains frameworks that represent skills and leadership capabilities that are critical to short-term and long-term project objectives. Implements and supports programs aligned with leadership development strategy and strategic business imperatives to develop technical and management capabilities throughout the project workforce including Quarterly/Annual Awards and Incentive Program Nominations. Supports recognition, professional development, and experiential assignments that make up the leadership development strategy. Communicates with project staff members periodically to discuss their interests and concerns. Creates slates of individuals identified for new assignments, leadership development, and career advancement opportunities. Works with the Gemini Program Manager and Team Leads to address staff member concerns.


Qualifications:

The candidate must have the following qualifications:

• Minimum 10 years of experience including 5 years in business operations in support of Department of War (DoW) or Department of Homeland Security (DHS).

• Ability to work on multiple high priority tasks in a fast-paced environment

• Superior attention to detail

• Experience supporting federal contracts and workforce compliance, within two of the following areas:
  • Advisory and Assistance Services (A&AS) or Systems Engineering and Technical Assistance (SETA) contracts requiring a Top Secret clearance with SCI access
  • Time and Materials contracts using Contract Labor Categories
  • Contracts requiring the delivery of engineering, systems integration, or DoW security services.
  • GSA OASIS Task Orders.

• Strong Microsoft Office skills, including advanced Excel capabilities (pivot tables, dashboards, data modeling, analytics), Word, Outlook, and SharePoint.

• Experience in one or more of the following functional areas: Human Resources, Program Management, Operations, Recruiting, Contracting, and/or serving as a Contracting Officer's Representative (COR).
• The following Qualifications are Desired:

• Skilled in leveraging structured data and reporting tools to support executive-level decision making.

• Skilled in applying Generative AI tools in day-to-day operations and workflows, and/or automation/systematizing of workflows.

• Advanced Microsoft Excel or similar software skills to perform: pivot tables, lookups, data analytics, KPI and metrics, and dashboard development.

• Experience working within knowledge management systems, developing digital continuity file development, and structured data governance.

Travel : Maybe some local travel, less than 5%.
