Vice Provost for Student Success
The Vice Provost for Student Success is the senior student officer and policy advisor to the Provost on student success matters and provides the leadership, direction, planning and coordination of the units and programs supporting student co-curricular, and student academic success as well as collaborating with other vice provosts and directors on programs to ensure overarching campus goals and objectives are achieved. The Vice Provost for Student Success is a member of the Manoa Cabinet and Provost's Council.
The Office of the Vice Provost for Student Success (OVPSS) provides leadership for the planning, direction, coordination, and executive management of all student service areas under the auspices of the Vice Provost for Student Success (VPSS) including student services administration. OVPSS has responsibility for the planning, direction, development, coordination, and management of programs aimed at increasing student well-being, and academic and co-curricular success at the University of Hawaii at Manoa. Current OVPSS programs include:
- Co-curricular services such a student center programs, career center, health services, residential life, counseling and student development, student conduct and children's center.
- Services including college opportunity and access programs, women's center, anuenue center, veteran student services, and many federal and state funded programs.
- Academic success including advising, first year support, learning assistance center, civic engagement and service, and commencement.
Serves as the chief campus student officer and policy advisor and a senior campus executive. Provides leadership in directing policies and procedures related to student success related programs and services in areas including but not limited to student co-curricular, and student academic success programs and initiatives.
Leads and directs student success related programs through the development of a philosophy that drives student success from admissions to graduation; development of governing policies; and the implementation of student program planning, implementation and management; the formulation of goals and objectives that meet student priorities; the oversight of fundraising and grant writing for student related programs and services; and the effective allocation of resources.
Ensures that day-to-day operations, administration and management are executed efficiently, and allocates and reallocates resources, as appropriate, in conformity with governing institutional priorities, applicable laws, rules and policies. Specifically, oversees the responsibility for statutory compliance by the programs under its purview with federal and state laws, the American Disabilities Act, Title IV, Title VI, Title IX, Section 504 of the Rehabilitation Act of 1973, HIPAA, HITECH, and other statues governing non-discrimination and related compliance requirements. Develops and recommends budget allocations and reallocation for student success programs ensuring that budgets are linked to campus strategic directions.
Has the authority to oversee and develop programs to serve students; develop, promulgate and enforce student policies; and to take actions to improve student services. Interacts with other UHM Vice Provosts, Deans, Directors and governance representatives from student, faculty, staff and Native Hawaiian governance groups. Works with the Vice Provost for Academic Excellence and other administrators on academic advising, tutoring, and other issues as appropriate to ensure the optimal delivery of student services. Works with the Vice Provost for Enrollment Management to strategize on enrollment practices, and ensures the enrollment marketing/branding aligns with student initiatives and programs. Works with Manoa CARES and the Office of Institutional Equity and Title IX to build on feedback and continuously improve services to students.
Administers and implements Board of Regents and Executive policies and procedures; as appropriate, promulgates campus and provost directives and instructions. Makes recommendations to the Provost regarding campus-level policies and procedures based on campus experiences or needs. Oversees and effectively manages the contemporary emphasis on accreditation and licensure as it impacts student affairs, student services, and student life.
Works with governance bodies and advisory groups, including the Manoa Faculty Senate committee related to academic excellence areas, representatives of student and staff groups, Kualii Council, and other constituencies to ensure effective and transparent systems of shared governance. Serves as an articulate advocate for students and for the Office of Student Success.
Develops and oversees agreements, partnerships, and exchanges with other educational institutions and organizations, with in the UH System, nationally and internationally.
Develops and maintains effective relations with the deans and directors, vice presidents, other campus counterparts and leadership, community, legislature, and other internal and external organizations.
Represents, promotes, and advances UH Manoa in working with state, national, and international organizations and represents and promotes campus student success to stakeholders, serving as the official representative of the Provost as appropriate.
Adhere to applicable laws, regulations, and policies and procedures of the University, raise awareness among staff, and direct them in such a way that University compliance requirements are met.
Identify and mitigate through policy development/revision/enhancement and training, areas of risk and developing risk to the University, e.g., legal, financial, reputation, and compliance risk, and ensure team is aware and focused on addressing same.
Minimum qualification includes earned doctorate or equivalent terminal degree from an accredited institution; or equivalent combination of education and experience which provides the required education, knowledge, skills and abilities. Five (5) years of professional experience in higher education administration of student co-curricular and academic success, or a demonstrated record of comparable professional experience. Experience at the dean's level or comparable that involved designing and implementing successful programs and initiatives, or a demonstrated record of comparable professional experience. Demonstrated record of successful leadership in scholarship, service and community engagement. Demonstrated understanding of and commitment to shared governance and collaborative leadership. Demonstrated ability to establish and maintain effective working relationships with administrators, faculty, staff, students, legislators, state and federal officials, and the general public. Ability to communicate effectively with internal and external constituencies. Ability to understand and work effectively with multicultural populations in higher education environments. Ability to comprehend and interpret administrative directives and guidance to ensure IT operations align with organizational standards and industry best practices.
Desirable qualifications include administrative experience at a university with extensive student services programs. Administrative experience at a university belonging to a multi-level state university system, which included planning, developing, and articulating programs in such a system as well as coordinating programs with local K-12 education institutions. Demonstrated experience with successful student and/or administrative innovation. Demonstrated successful leadership experience in a unionized environment. Demonstrated ability and record of success to bring campus groups together around new ideas and/or initiatives. Proven track record of working effectively with faculty, students, governing boards, advisory groups, legislative bodies, local government officials, and community and business leaders.
