Job Description This position is located in the Division of Blind Services State Office in Tallahassee, Florida. The employee will assist in providing management consultant services and assistance to the Division of Blind Services to improve management capabilities, promote efficient and effective accomplishment of operating objectives at the lowest cost, and engage in conducting organizational surveys and methods and procedures surveys. Duties & Responsibilities Assist with the development, preparation, distribution, execution, and management of contracts for the Division of Blind Services. Assist in the development of contract standards and indicators. Review and monitor performance of contract terms and conditions. Conduct desk review monitoring activities of the Division of Blind Services’ contracted vendors. Ensure contractual services are performed in accordance with the contract before processing monthly invoices. Review and approve monthly contractor invoices in a timely manner. Serve as a liaison with contractors for the Department. Ensure all contracted activities comply with Division of Blind Services Contracts and Grants policy and procedures. Maintain current contract files, including communication and documentation of contractor performance. Update and submit contract information for the Florida Accountability Contract Tracking System. Conduct on‑site and desk review monitoring activities of the Division of Blind Services’ contracted vendors. Assist in conducting on‑site monitoring visits with contractors, staff, or other stakeholders. Stay current with all federal and/or state program changes and ensure DBS policies and procedures are reviewed and/or amended as appropriate. Evaluate program performance and recommend changes that will improve overall service delivery of contracted and grant programs. Evaluate monitoring and risk assessment policy and procedures and recommend or develop changes to ensure optimum contract performance and compliance. Meet and consult with DBS staff and contracted providers concerning all aspects of the contract and program. Evaluate issues and/or problems and consult with management and respond accordingly. Review and evaluate audits and management reviews, develop corrective actions in response to findings, and monitor and report progress. Maintain knowledge of My Florida Marketplace and State Purchasing competitive procurement process. Maintain knowledge of uniform procurement policies, procedures and practices used to acquire commodities and contractual services. Familiar with the seven procurement stages (need identification, pre‑solicitation strategy, solicitation preparation, solicitation process, evaluation process, award process, and contract management). Assist with the development of purchased services to ensure procurement policies and procedures are followed. Assist with state and federal reporting. Assist in researching complex program issues and preparing reports of findings and recommendations. Review and report on accomplishments of contracted objectives and performance. Assist in the development of comprehensive reports of contract compliance, findings, and any recommended corrective actions. Measure and evaluate the effectiveness of contracted services against DBS goals and objectives. Collect, compile, and analyze statistical information related to contractor performance. Conduct surveys of DBS customers and partners to evaluate quality and effectiveness of services. Conduct contract close‑out at the end of the contract period. Prepare and conduct contract training and/or presentations as requested or required. Perform other duties as requested. Travel is required. Leave Information (CS) Annual Leave: All full‑time Career Service employees earn annual leave in varying increments dependent upon years of creditable service: 8.667 hours per month for up to 5 years, 10.833 hours per month for 5 to 10 years, and 13 hours per month for over 10 years.
