This position is located in Oklahoma City, Oklahoma. This position is a **regular, full-time position** governed by the Oklahoma Civil Service system and subject to the Civil Service and Human Capital Modernization Act. Employment in this role is covered by applicable Civil Service Rules, policies, and procedures. This position is subject to a required **12-month** **trial period**, during which performance, conduct, and overall suitability for continued employment will be evaluated in accordance with Civil Service Rules.# **Position Summary**Under the direction of the State Hazard Mitigation Officer, this position serves as the agency's lead planning specialist responsible for coordinating, developing, integrating, and maintaining emergency management planning initiatives supporting statewide resilience, continuity, preparedness, mitigation, and recovery objectives. This position provides advanced technical planning expertise and consultative services to state, local, tribal, and private-sector stakeholders regarding emergency management planning, hazard mitigation, continuity of operations, resilience strategy, and disaster preparedness.Responsibilities include ownership and maintenance of the State Administrative Plan (SAP), coordination of Continuity of Operations (COOP) planning initiatives, integration of hazard mitigation and resilience planning efforts, technical assistance to local jurisdictions, support of Emergency Management Performance Grant (EMPG) planning requirements, and development of planning products that improve statewide readiness and resilience. The Emergency Management Planner supports implementation of an effects-based emergency management planning strategy that prioritizes stabilization of Oklahoma's Community Lifelines through predictive analysis of cascading impacts to critical infrastructure. The position serves as a planning subject matter expert and project leader for assigned initiatives and represents the agency in planning-related activities with federal, state, local, tribal, nonprofit, and private-sector partners.# **Core Work Responsibilities****State Administrative Plan & Program Compliance**Serve as the primary coordinator and custodian of the Oklahoma State Administrative Plan and associated planning documentation.* Develop, maintain, revise, and coordinate updates to the State Administrative Plan (SAP)* Ensure planning documents align with federal and state statutes, regulations, grant requirements, and agency policy* Coordinate review cycles and stakeholder input processes for statewide planning documents* Monitor planning requirements associated with FEMA grant programs and emergency management guidance* Develop administrative procedures, planning guidance, and supporting documentation necessary to maintain compliance with applicable planning requirements* Support audits, monitoring activities, and program reviews involving planning-related deliverables**Hazard Mitigation & Resilience Planning**Support statewide resilience initiatives through planning, risk analysis, and mitigation strategy development.* Coordinate development and integration of hazard mitigation planning efforts supporting state and local resilience objectives* Assist with identification and prioritization of mitigation opportunities that reduce risk to people, property, infrastructure, and critical services* Lead planning initiatives involving hazard vulnerability assessments, consequence analysis, and predictive evaluation of cascading impacts to critical infrastructure and Community Lifelines* Promote integration of mitigation concepts into emergency management, community development, infrastructure, and land-use planning efforts* Assist local jurisdictions in understanding and implementing mitigation planning requirements and best practices* Support development of planning products that strengthen long-term resilience and disaster risk reduction**Continuity Planning & Operational Readiness**Coordinate continuity planning efforts that support continuity of government and continuity of operations capabilities.* Develop, maintain, and improve Continuity of Operations (COOP) planning initiatives* Facilitate continuity planning workshops, planning teams, and stakeholder coordination activities* Support continuity planning efforts involving critical functions, essential personnel, communications, facilities, and resource requirements* Assist agencies and stakeholders in developing continuity capabilities and continuity planning products* Coordinate testing, validation, and improvement of continuity plans through exercises and planning activities* Promote continuity planning integration with preparedness, resilience, and emergency operations programs**Planning Integration & Technical Assistance**Provide advanced planning expertise and technical assistance to local jurisdictions, partner organizations, and agency stakeholders.* Assist local, tribal, and state stakeholders with development, review, and improvement of emergency management planning documents* Provide planning consultation regarding Emergency Operations Plans (EOPs), Standard Operating Procedures (SOPs), continuity plans, hazard mitigation plans, and related planning products* Evaluate planning documents for compliance with applicable standards, requirements, and best practices* Facilitate workshops, meetings, and planning sessions supporting jurisdictional preparedness and resilience efforts* Assist stakeholders in integrating planning efforts across preparedness, response, recovery, and mitigation functions* Promote planning consistency and coordination among partner organizations**Program Analysis, Community Lifelines & Strategic Planning**Support statewide planning initiatives through analysis, assessment, and strategic planning activities.* Conduct planning studies, research projects, assessments, and analyses supporting agency objectives* Evaluate planning initiatives and recommend improvements supporting organizational effectiveness and resilience* Utilize FEMA Community Lifelines as the operational framework for analyzing vulnerabilities, evaluating cascading impacts, and developing effects-based planning strategies supporting statewide resilience* Identify planning gaps, emerging risks, and opportunities for capability enhancement* Support development of strategic planning products, preparedness assessments, and resilience frameworks* Prepare reports, presentations, planning guidance, and executive briefing materials**Grant Planning & Interagency Coordination**Support planning activities associated with federal and state emergency management programs.* Assist with planning requirements associated with EMPG and other emergency management grant programs* Coordinate planning activities with federal, state, tribal, local, nonprofit, and private-sector partners* Support development of grant-related planning deliverables and performance measures* Participate in interagency planning groups, working groups, committees, and task forces* Serve as project leader for assigned planning initiatives and special projects* Promote coordination between planning, mitigation, preparedness, response, and recovery functions**Other duties as assigned.**# **Education and Experience**Education and Experience requirements at this level consist of a bachelor’s degree in business, public administration or urban planning plus three years of qualifying experience; or an equivalent combination of education and experience, substituting one year of experience in a technical capacity in emergency preparedness planning or emergency management operations, or in public assistance or disaster recovery operations at the local, state or federal level for each year of the required education plus three years additional year of qualifying experience.# **Knowledge, Skills, and Abilities****Knowledge of:*** Emergency response programs and emergency Conditions****Travel:** Frequent in-state and occasional out-of-state travel is required to support planning activities, stakeholder engagement, site visits, training events, conferences, exercises, Estimated travel is approximately 25–40%.**Working Conditions:*** Standard office environment during routine operations* Frequent interaction with local, tribal, state, federal, nonprofit, and private-sector stakeholders* Frequent computer-based work involving planning, analysis, research, reporting, and document development* May require attendance at planning meetings, conferences, workshops, training events, exercises, and disaster operations* Work may involve rapidly changing priorities, tight deadlines, and emergency response activities**Physical Requirements:*** Ability to travel and attend meetings, exercises, disaster operations, and field assessments as required* Ability to present information and facilitate meetings with diverse audiences* Prolonged periods of sitting, standing, presenting, and computer-based work**Special Requirements:*** Must possess a valid Oklahoma Driver License at the time of appointment.* Must be willing and able to perform all job-related travel associated with the position, including overnight travel when required.* Must be willing and able to serve as Duty Officer on a rotating basis and remain available for emergency response activities as assigned.* Must have and maintain the physical and mental stamina required to perform assigned duties during routine operations, exercises, emergency incidents, and disaster response activities.* Must be able to accept the physical discomforts and potential hazards associated with emergency management operations, including work under conditions of heavy physical exertion, extreme heat, smoke, dust, adverse weather conditions, and extended work hours.* Must be able to lift, carry, and move equipment, supplies, and materials necessary to support emergency management activities.* Must be willing and able to support State Emergency Operations Center (SEOC) activations, disaster field operations, and other emergency assignments as required.# **Preferences**Preference may be given to candidates who possess:* Degree emphasis in Urban Planning, Regional Planning, Emergency Management, Public Administration, Environmental Science, Geography, GIS, Resilience Planning, or a related field* Experience developing or maintaining Emergency Operations Plans (EOPs), Hazard Mitigation Plans, Continuity of Operations Plans (COOPs), or related emergency management planning products* Demonstrated experience implementing Community Lifelines criteria or effects-based planning models within federal, state, and local frameworks* Experience supporting FEMA Hazard Mitigation Assistance (HMA), Emergency Management Performance Grant (EMPG), Public Assistance (PA), or disaster recovery programs* Experience interpreting and applying FEMA planning guidance, grant requirements, and emergency management regulations* Experience facilitating planning workshops, stakeholder engagement activities, or interagency planning initiatives* Experience utilizing GIS, risk assessment methodologies, or resilience planning tools to support decision-making* Associate Emergency Manager (AEM), Certified Emergency Manager (CEM), Certified Floodplain Manager (CFM), American Institute of Certified Planners (AICP), Continuity Practitioner, or similar professional credential**Other Relevant Information**OEM follows a monthly payroll schedule in accordance with the State of Oklahoma payroll system.
