Consultant - Technical Support for Aeromedical Evacuation (AME) Module Pilot, Practical Documentation and Training Development, New York City

Result of ServiceExpected Outcomes The consultant will produce the following outputs. All documents shall be submitted in editable Word, PowerPoint and/or Excel format, unless otherwise agreed by MSS. The timeline is indicative and may be adjusted by MSS in consultation with the consultant, particularly if the AME pilot date changes. 1. AME Pilot Scenario and Field Test Package (Pilot/field test package due by 1 week before the activity; post-pilot field exercise report inputs due within 2\u20133 weeks after the activity). The consultant will prepare and support the AME pilot/field test activity, including pre-activity preparation, technical support during the activity, where feasible, and post-activity documentation of practical observations and training-relevant lessons. 2. Initial AME Training Technical Content Package / Online Training Inputs (Due by the end of December 2026) The consultant will prepare a complete Initial AME Training Technical Content Package, including online training inputs, for MSS technical review and subsequent coordination with CDOTS through the MSS Project Manager. The full package is expected to be completed by the end of December 2026, to incorporate relevant lessons from the AME pilot/field test and support timely course development by CDOTS. To support quality control and timely completion, the consultant may provide draft sections or working materials to MSS for internal technical review during the development process. 3. AME Hands-on Familiarization and Practical Training Support Package (Due by the end of February 2027) The consultant will develop a hands-on familiarization and practical training support package, building on the AME online training technical content package. The package shall enable MSS, missions, trainers, or other designated UN personnel to conduct practical AME familiarization activities by clearly setting out learning objectives, delivery approach, practical exercises, and assessment methods. 4. Final Consolidated AME Training Technical Package (Due by the end of the contract) The consultant will prepare a final consolidated AME Training Technical Package, revised based on MSS technical review, CDOTS coordination inputs received through the MSS Project Manager, and practical lessons identified through the AME pilot/field test, as applicable. The final package should consolidate the online training technical content, hands-on familiarization materials, scenario-based materials, visual training inputs, practical job aids, checklists, and outstanding technical issues requiring MSS decision or future validation.

Duties and ResponsibilitiesThe United Nations, through the Department of Operational Support (DOS), Office of Supply Chain Management (OSCM), Logistics Division (LD), Sourcing Support Service (SSS), Medical Support Section (MSS), is implementing the UNPDF-funded project \u201cOptimize and standardize the Chain of Survival / Lifesaving Medical Modules Composition, Deployed in Support of UN Field Operations, to enhance UN Peacekeeping Supply Chain Operations system wide.\u201d The Department of Operational Support was established to provide end-to-end operational support, advisory services and other solutions to operating entities across the Secretariat, including other departments, offices-away-from headquarters, field missions, and regional commissions. The Office of Supply Chain Management includes the Office of the Assistant Secretary General for Supply Chain Management, Logistics Division, the Procurement Division, the Uniformed Capabilities Support Division, Global Service Centre, Aviation Safety Section and the Enabling and Outreach Service. OSCM is committed to building efficient, agile, responsive, accountable, end-to-end uniformed capabilities and supply chain solutions for all our global partners and clients. The Medical Support Section requires specialized AME technical expertise to support the transition from module standardization to practical use. The consultancy will help ensure that the AME pilot/practical testing activity, training materials, job aids, and related technical inputs are operationally realistic, technically sound, and aligned with the standardized AME module and the UN CASEVAC context. More specifically the consultant will focus on translating existing AME technical outputs into practical pilot field test, and training-development products for MSS review. This position reports to the MSS. Duties and Responsibilities Under the direct supervision of the MSS Project Manager, the Consultant will: 1. Review AME background materials, AME Working Group recommendations, module information and other documents provided by MSS, and identify training-relevant implications for AME familiarization, readiness and operational use. 2. Develop training scope and framework, as part of the Initial AME Training Technical Content Package, linking AME module functions, training topics, and learning objectives. 3. Prepare and support the AME pilot or practical testing activity, including development of the scenario narrative, activity sequence, participant roles, observation checklist, and photo/video capture list. The consultant is expected to participate in person, subject to operational requirements, availability of funds, travel authorization, security clearance, visa requirements, and applicable United Nations procedures. If in-person participation is not feasible, the consultant shall provide remote technical support based on materials collected during the activity. 4. Prepare a post-pilot technical observation and training input note summarizing practical observations and identifying training-relevant lessons related to packing, transport, unpacking, setup, equipment readiness, patient handover, team coordination and post-use reset. 5. Develop draft AME training technical content, including course outline, module-level learning objectives, technical content by module, equipment familiarization points, scenarios, demonstration points and knowledge-check questions with suggested answers. 6. Develop practical AME job aids and checklists, such as readiness, packing/unpacking, pre-mission equipment checks and post-mission reset/replenishment checklists. 7. Revise and finalize the AME training technical package based on MSS technical review and coordination inputs received through the MSS Project Manager, including inputs from CDOTS and other relevant stakeholders, as applicable, and provide a summary of how major comments were addressed. 8. Ensure that all outputs are practical, technically accurate, aligned with MSS guidance, and suitable for further instructional design by CDOTS or other designated UN training counterparts. 9. Maintain confidentiality of non-public UN information and procurement-sensitive material, and avoid sharing or using such information outside the scope authorized by MSS.

Qualifications/special skillsAdvanced university degree (Master\u2019s degree or equivalent degree) in medicine, nursing, emergency medicine, aeromedical evacuation, critical care, anesthesia, public health, health management, medical education, or another relevant health-related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of five years of relevant professional experience in aeromedical evacuation, emergency/critical care transport, medical evacuation operations, field medical support, military or humanitarian medical operations, or related medical training is required. Experience in developing or contributing to medical guidance, SOPs, technical documents, training inputs, operational procedures, or practical implementation materials is required. Demonstrated ability to communicate complex medical and operational concepts clearly in written technical materials, briefings, or practical guidance is required. Experience in developing technical training materials, practical scenarios, simulation-based learning materials, clinical or operational checklists, or job aids is desirable. Experience in practical training delivery, pilot testing, after-action review, lessons-learned processes, or training evaluation is desirable Experience working with or supporting international organizations, military medical services, UN field operations, humanitarian operations, or multinational medical training environments is desirable. If the AME pilot/practical testing activity is scheduled earlier or later than anticipated, the consultancy start date, deliverable timelines, and related expected outcomes may be adjusted accordingly by MSS in consultation with the consultant, subject to applicable United Nations rules and procedures. The consultancy is expected to be home-based, with regular remote coordination with MSS and other relevant UN counterparts. The consultant is additionally expected to participate in the AME pilot field test activity in person, subject to availability of funds, travel authorization, security clearance, visa requirements and applicable UN procedures. If in-person participation is not feasible, the consultant shall provide remote technical support before, during and/or after the activity, based on documentation, photos/videos, observation checklists, debrief notes and other materials provided by MSS and relevant stakeholders.
