LOCATION

SOLID WASTE MANAGEMENT DEPARTMENT, ENERGY RECOVERY SECTION, MAINTENANCE GROUP, PUENTE HILLS GAS-TO-ENERGY FACILITY, WHITTIER

NOTES

The incumbent is responsible for overtime as needed and emergencies, including weekend emergency callouts. Supports multiple locations: Puente Hills Gas‑to‑Energy, multiple landfills, material recovery facilities, and compost facility. Must acquire NFPA 70E, forklift, man‑lift, and scissor‑lift certifications within six months. Must be medically cleared to wear a respiratory protection device. Position is 9/80 with alternating Fridays as the regular‑day‑off.

ESSENTIAL FUNCTIONS

Perform progressively more skilled work in the installation, maintenance, and repair of instrumentation, computer process control, and electrical equipment and systems.

JOB SUMMARY

The major duties include:

RESPONSIBILITIES

Assemble, install, maintain, calibrate, troubleshoot, and repair electrical, electronic, mechanical, pneumatic, hydraulic, digital, and analog control equipment and systems. Operate and maintain pneumatic, electronic, and computerized testing instruments to verify instrument accuracy. Maintain records and prepare reports of maintenance, calibration, and repair activities. Read, interpret, and prepare schematic diagrams, wiring diagrams, blueprints, PIDs, loop sheets, and equipment specifications. Order and track parts, supplies, materials, and equipment. Instruct apprentices or lower‑level staff on technical proficiency and safe work practices. Perform trade‑related mathematical calculations for sizing and verifying equipment parameters. Maintain shop areas, tools, and equipment. Drive to and inspect new construction sites and equipment installations for compliance.

QUALIFICATIONS

Valid California Class C Driver License. Four years of experience as an Electrical & Instrumentation Technician performing progressively responsible work. Substitution options: twelve semester units of college coursework or one year of a two‑year degree program; a two‑year degree program may substitute for two years of experience.

DESIRABLE QUALIFICATIONS

Knowledge of NFPA 70E safe work practices.

KNOWLEDGE

Electrical theories and principles: AC/DC power systems, circuit protection, grounding, motor control fundamentals. Electronic, digital, and analog control equipment: sensors, transmitters, signal conditioning devices, microprocessor‑based instruments. Process control systems: PLCs, DCSs, control loops, PID behavior, interlocks, alarms, automated plant logic. Mechanical, pneumatic, and hydraulic systems: actuators, valves, regulators, fluid and mechanical motion principles. Plant operational systems and power‑generation processes and their interaction with electrical and instrumentation components. Maintenance, troubleshooting, calibration, and testing methods for electrical, electronic, pneumatic, hydraulic, and control equipment. Applicable safety practices and regulatory requirements: NFPA 70/70E, OSHA standards, arc‑flash protocols, lockout/tagout procedures.

ABILITY TO

Diagnose, troubleshoot, and repair electrical, electronic, instrumentation, pneumatic, hydraulic, and mechanical control systems. Install, maintain, calibrate, and adjust electrical and instrumentation components. Interpret and prepare technical documentation such as schematic diagrams and wiring diagrams. Apply trade mathematics for accurate measurements and calibrations. Use specialized tools and equipment safely and effectively. Perform complex maintenance and operational assignments independently. Maintain accurate records and documentation for compliance and decision‑making. Provide guidance and instruction to apprentices or less‑experienced staff.

SELECTION PROCESS

Written test (30%) and interview (70%). Candidates must score qualified on each component. Initial review of applications expected to begin the week of June 1, 2026.
