Program Analyst, Journeyman

We are seeking a ProgramAnalyst to support our Patuxent River, MD customer. The Program Analyst will provide support across the Tomahawk Weapons System Program Office, PMX-280, and directly support the Capabilities Improvement (Obsolescence) IPTL. Functional Description: Applies analytic techniques in the evaluation of program/project objectives. Analyzes requirements, status, budget and schedules. Performs management, technical, or business case analyses. Collects, completes, organizes and interprets data relating to aircraft/weapon/project acquisition and product programs. Tracks program/project status and schedules. Applies Government-instituted processes for documentation, change control management and data management. The duties of the Program Analyst will include, but are not limited to: Directly support the Obsolescence IPT Lead and assist with all actions to support the overall goal of the Program Office. Perform critical program management, technical, and business analysis to ensure program success. Collect, organize and interpret technical data and financial information related to systems acquisition and product programs. Develop and maintain relevant Program documentation as directed to include the following as a minimum: Prepare, route, and manage Statement of Works (SOW) and Work Assignment Agreements (WAA) for various field activities. Prepare budget submissions for all cycles Develop and manage Program phasing plan to track and execute to OSD and FMB benchmarks utilizing AMS CSPT, TOMIS, and Microsoft Excel and similar analytical tools, with limited use of approved automated or AI-enabled features to assist with data analysis and reporting. Develop and maintain relevant Program contract requirements as directed to include the following as a minimum: Prepare, route and manage Procurement initiation Documents (PIDs) utilizing AMS PMT Interface with Contracts Specialist to ensure execution of PIDs Update and deliver various reports, to include the following as a minimum: Prepare briefing materials, meeting notes, and record and distribute meeting minutes Prepare and maintain documentation for the PMX-280 Risk Management Board / Joint Risk Management Board Prepare RDAIS submissions for quarterly and ADHOC reporting Required Education: BA or BS with a degree in a business, management, or an engineering discipline. Required Experience: 3 to 10 years of experience performing duties described in the functional description. Desired Experience: (GS-12/13 equivalent) DAWIA Certification Requirement (i.e., DAWIA Practitioner in Program Management or equivalent industry certification). The candidate is desired to have 2-4 years professional experience in a NAVAIR Program Office. The candidate is desired to have effective project management skills in order to develop, plan, analyze, and execute projects across the full system life cycle. The candidate is desired to have experience and expertise utilizing project management tools in order to conduct schedule analysis, track and coordinate technical requirements, documentation, and briefing packages, manage and lead cost estimating and budgeting, understand earned value management, and lead risk and opportunity management processes. Demonstrated ability to use standard analytical and office automation tools, including limited use of government-approved automated or AI-enabled features, to assist with data analysis, document preparation, and reporting in support of acquisition or program management activities. The position desires the candidate to possess the ability to work collaboratively in a team environment, coordinate with various stakeholders, and manage external relationships effectively. It is desired to be able to think and speak clearly, present ideas effectively, and negotiate with people at all levels of organizational hierarchy.
