As a key member of our Public Services team, the CIP Manager performs complex professional and administrative work in the planning, design, bidding, construction, and management of the City’s Capital Improvement Projects (CIP). This position is responsible for overseeing multiple projects of varying size and complexity, ensuring they are completed on schedule, within budget, and in compliance with applicable standards. The CIP Manager provides leadership, supervises staff, analyzes operations, and ensures high-quality project delivery that supports the City’s long‑range infrastructure goals. Essential Job Functions The following duties are illustrative and may vary based on department needs. Additional responsibilities may be assigned. Project Planning & Administration Leads planning, design review, and specification development for capital improvement projects; proposes alternative project approaches when necessary. Assists in preparation, monitoring, and administration of the City’s annual CIP budget. Develops and evaluates short- and long‑term strategies to improve Public Services operations. Prepares bid advertisements, develops plans and specifications, and facilitates pre‑bid/pre‑construction meetings. Reviews, evaluates, and recommends bid awards; prepares agenda items for City Commission approval. Project Management & Construction Oversight Manages projects through all phases: design, permitting, bidding, construction, inspection, and close‑out. Conducts ongoing field inspections to ensure project schedule, safety, and quality standards are met. Reviews contractor submittals, drawings, schedules, change orders, and cost proposals; approves/denies change orders within authority limits. Coordinates permit acquisition and ensures regulatory compliance with internal and external agencies. Determines substantial completion and final acceptance of City projects. Contract, Budget & Documentation Management Prepares and reviews engineering plans, technical reports, permits, utility tests, purchase requisitions, and related documents. Ensures expenditures comply with approved budgets and verifies contractor/consultant payments prior to processing. Administers warranty obligations, ensures all close‑out documentation is received, and resolves warranty‑period issues. Communication, Customer Service & Representation Represents the department at City Commission meetings, public hearings, and internal/external committee meetings. Responds to public inquiries, tracks responses, and resolves project‑related issues consistent with City protocols. Maintains effective communication with City staff, consultants, contractors, and residents to promote a positive City image. Addresses public concerns and complaints and takes appropriate corrective action. Leadership & Supervision Supervises and schedules the work of assigned staff; ensures optimal productivity and workflow. Selects, trains, mentors, and evaluates personnel; recommends disciplinary actions and corrective measures as needed. Conducts workload analysis and identifies opportunities for operational improvements. Emergency Response & Additional Duties Maintains availability for emergency response, including hurricanes, natural disasters, or other City emergencies. May attend evening or weekend meetings as required. Performs related duties as assigned. Minimum Qualifications Bachelor’s degree in Construction Management, Civil or Structural Engineering, or related field. Five (5) years of progressively responsible experience in planning, design, and construction of engineering or architectural projects. At least two (2) years of experience managing projects of varying complexity. Equivalent combinations of education, training, certification, and experience may be considered. Required Licenses & Certifications Valid State of Florida Driver License. National Incident Management System (NIMS) training required (sponsored by the City). Preferred Qualifications Five (5) years of experience managing public‑sector infrastructure or construction projects. Certification or licensure as one of the following: Professional Engineer (PE) – State of Florida Licensed General Contractor – State of Florida LEED Accredited Professional (AP) Project Management Professional (PMP) Experience with sustainable design, green building standards, or municipal capital programs. Work Environment & Additional Information This is an exempt, salaried position not covered by collective bargaining agreements. The City of Tamarac is a drug‑free workplace; candidates must pass a pre‑employment drug screening.
