Supervisor, Multilingual Learner Program

EXAMINATION PROCESS
(A) Training and Experience Evaluation: Candidates meeting minimum entrance qualification to compete in this examination will be invited to the Qualified Appraisal Interview. (B) Structured Oral Interview - Date: Tuesday September 1 The structured oral interview will contain exercises and questions that assess technical knowledge and experience, and one's general fitness for successful performance in the position. Plan, coordinate and oversee the administration and continuous improvement of the District’s Multilingual Learner programs. Ensure district compliance with all applicable federal, state and local laws, regulations, and requirements related to services for English Learners. Organize, facilitate and support District English Language Advisory Council (DELAC) meetings and parent/guardian engagement activities. Collaborate with and support District and site administrators in the development, implementation, and evaluation of Newcomer and Dual Language Immersion programs. Interview, select, train, supervise and evaluate classified staff, including bilingual facilitators and bilingual paraeducators. Facilitate professional learning, collaboration, and capacity-building opportunities for certificated staff serving multilingual learners. Develop, monitor, and administer departmental budgets to maximize the effective use of resources and ensure fiscal accountability. Provide leadership and technical guidance to District and site staff regarding best practices, instructional programs, and services that support multilingual learner achievement. Monitor and evaluate Multilingual Learner program effectiveness, analyze achievement and participation data, and recommend program improvements to support student outcomes and continuous improvement efforts. Collaborate with district and site administrators to implement instructional practices that address the English Language Development Standards and employ Universal Design for Learning. Develop and/or assist in developing the district-wide master schedule for the administration of the English Language Proficiency Assessments (ELPAC); receives certification as ELPAC coordinator and recertifies as needed or assigned; responsible in overseeing and/or assisting in the oversight of test examiners calibration annually, and tracking examiner calibration certification; creates records in CALPADS to manage timelines/deadlines required for student testing for both initial and summative ELPAC assessments. Review testing incidents and determines reportability of security and testing administration incidents (STAIRS) into the Test Operations Management System (TOMS); Serve as the District’s subject matter expert in Student Achievement Manager Application (SAM); provides system management support to classified and certificated staff; query, export, and compile related student data; manage licenses for secondary English learner students; Serve as the District’s subject matter expert in the English Learner Data Management system, including uploading student data into the system, such as grades, SRI scores, benchmarks, ELPAC results, at-risk and Long-Term English Learner (LTEL) files, and CAASPP scores. Develop training and instructional manuals relative to various assessment administration and software platforms interface. Assist in the preparation and administration of professional development activities, including, but not limited to: typing of data collection forms and answer sheets, editing of data forms and surveys, compiling data for reports, preparation of meeting packets and presentation materials. Review timesheets submitted by staff for services above and beyond regular position assignments and other staff in performance of department authorized activities, reconciles and submit to payroll following administrator signature; track hours and related expenditures within appropriate budget accounts, and notify appropriate administrator(s) when hours exceed allotment. Provides work direction, support, and guidance to other clerical staff in assigned topics. Attend training, workshops, conference to stay abreast of compliance, mandates, instructional strategies in pursuit of supporting English learner programs. May assist in developing department procedures as assigned. Perform other job-related duties as assigned. Education: Graduation from a recognized college or university with a Bachelors of Arts/Science Degree in a related field. Additional qualifying experience may be substituted on a year-for-year basis. Experience: Five (5) years of progressively responsible experience in multilingual learner, English Learner, instructional support, or educational program administration, including experience leading projects, programs or staff. Licenses/Certifications/Special Requirements Valid California Driver License *Alternate variations of education/experience may be considered by Personnel Commission staff as acceptable to qualify for participation in the examination process resulting in an eligibility list. When appropriate additional work experience beyond the minimum requirement may be supplemented for required minimum education requirements.Knowledge of: Federal, State and local laws, policies, regulations and procedures pertaining to English Learners, Multilingual Learner programs, and student assessment administration and requirements, including CALPADS reporting. English learner educational assessments and related software database systems; Proficient use of Microsoft Office programs, including Word, Excel, Publisher, PowerPoint; Budget development, administration, fiscal monitoring, and resource allocation principles. Professional learning design and adult learning principles. Community engagement strategies and advisory committee processes, including DELAC requirements Principles, practices, and trends in multilingual learner education, language acquisition, English Language Development (ELD), Dual Language Immersion, and Newcomer programs. Personnel supervision, employee development, performance evaluation, and progressive discipline practices. Methods of statistical computations and compiling data; Oral and written communication skills; Correct English usage, grammar, spelling and punctuation; Public speaking techniques; and Ability to: Plan, organize, coordinate, and evaluate District-wide multilingual learner programs and services. Develop, administer, and monitor departmental budgets. Exercise independent judgment and make recommendations regarding program operations and personnel matters. Supervise, train, motivate, and evaluate assigned personnel. Manage multiple projects, priorities, and timelines in a complex educational environment. Learn and navigate the District’s student information systems for purposes of data entry, query, and export of data. Learn and apply rules and regulations involved in assigned department functions Maintain the security of confidential materials Analyze situations accurately and adopt an effective course of action Comprehend and follow directions given verbally and in writing. Demonstrate mental acuity sufficient to perform the essential functions of the position. Communicate effectively with diverse audiences both orally and in writing.
